Hardware CM Overview • Hardware CM – Responsible for Space Network (SN) Baseline configuration Hardware CM Overview • Hardware CM – Responsible for Space Network (SN) Baseline configuration – ISO 9001 -2000 Certified procedures – Engineering Changes – Engineering Test Notices – Configured Articles List (CAL) database documents hardware baseline – Cable database documents all under floor cables 22

Engineering Change • EC (Engineering Change) – Permanent changes to the SN baseline. – Engineering Change • EC (Engineering Change) – Permanent changes to the SN baseline. – Must be written and approved in accordance with WSC CCB LOP and WSC EC LOP. – EC package contains- title, EC#, systems affected, cognizant engineer, requirements, theory of modification, equipment affected, installation instructions, test instructions, and attached documents. • Attachments include- Design review, HUCS, CUCS, DUCS, Test Data Record, MCR checklist, FMCR. 23

Engineering Change • EC Attachments – Design Review-Requirements necessary for design and implementation. (Required Engineering Change • EC Attachments – Design Review-Requirements necessary for design and implementation. (Required for CCB) – Hardware Upgrade Control Sheet (HUCS)- Living Document that identifies all configuration controlled equipment, and time and date of installation/Modification or removal. (Required for CCB) – Document Upgrade Control Sheet (DUCS)- Document that identifies all documentation modified, deleted or provided by the EC. (Required for CCB) – Cable Upgrade Control Sheet (CUCS)- Documentation with Specific required fields for tractability of all cables being affected with in the EC. (Required for CCB) 24

Engineering Change • EC Attachments (continued) – Test Data Record- A list of test Engineering Change • EC Attachments (continued) – Test Data Record- A list of test equipment utilized to verify and validate the requirements, the actual test data that was collected, test passed, initial/date, a restatement of customer requirements, and a signature of the user of the delivered product. (Blank record required for CCB) – Modification Completion Report (MCR) Checklist- Living document to ensure all items of the EC are addressed before closure of the EC. – Final Modification Completion Report (FMCR)- Once all activities associated with the EC are completed, the Cog. Engineer fills out an FMCR and submits the EC for closure to the H/W CM office. 25

Engineering Test Notices • ETN (Engineering Test Notice) – Temporary Hardware Change to the Engineering Test Notices • ETN (Engineering Test Notice) – Temporary Hardware Change to the Approved Baseline. – Must be written and approved in accordance with WSC CCB LOP and WSC ETN LOP. – ETN are developed and installed on a temporary basis to check out designs, sustaining engineering activities, and to support special tests. – ETN’s do not change baseline configuration Permanently. 26

Approval Process • Hardware CM Change Approval Process – Requirements Review Board conducted • Approval Process • Hardware CM Change Approval Process – Requirements Review Board conducted • Requirement is approved and ranked or disapproved • (Task Orders are “Fast-Tracked” and approved) – EC/ETN submitted to HWCM for compliance review • Formatting/ISO required changes flowed back to originator • Compliant ECs/ETNs queued for EDRB – Engineering Design Review Board conducted • EC/ETN is approved to CCB or deferred • Design Review Quality Record is created – WSC Configuration Control Board conducted • Chaired by WSC NASA Station Director • EC/ETN is approved, disapproved, or deferred 27

Implementation Process • Hardware Change Implementation Process – Approved ECs/ETNs are scheduled for implementation Implementation Process • Hardware Change Implementation Process – Approved ECs/ETNs are scheduled for implementation through the WSC scheduling office – EC/ETN implemented by WSC Implementation department • Hardware Upgrade Control Sheets and Cable Upgrade Control Sheets are forwarded to Hardware CM for Configured Articles List and Cable Database update – Modification is tested • Test Data Records provided to Hardware CM for filing 28

Closure Process • Hardware Change Closure Process – ECs • Upon completion of all Closure Process • Hardware Change Closure Process – ECs • Upon completion of all installation activity and completion of HUCS, CUCS, Design Review Actions, Test Data Records, etc. , a MCR Checklist is submitted to Hardware CM – ETNs • Upon completion of ETN activity, the ETN is removed or superseded by an approved EC. At that time a MCR Checklist is submitted to Hardware CM to close the ETN – Modification Completion Report Checklist • The MCR Checklist is submitted for CCB review. Upon approval, the Checklist is filed with the EC/ETN. For ECs, the status is changed to awaiting documentation only – Final Modification Completion Report • Issued upon EC documentation completion • EC is closed in the EC Status database 29
