RDR Executive Summary A second European sample site near DESY, Hamburg, Germany, has also been developed. This site is signicantly different from the three reported sites, both in geology and depth (25 m deep), and requires further study. In addition, the Joint Institute for Nuclear Research has submitted a proposal to site the ILC in the neighbourhood of Dubna, Russian Federation. LAL · Orsay, March 6, 2009 ILC-Hi. Outline • Introduction • Mission or justification for Work package 5 • The last ILC-Hi. Grade Meeting was August 29, last year. What happened in the meantime? • W. B. is GDE contact person for the investigation of the Russian sample site near JINR in Dubna – The plan was to visit Dubna several times to support their site investigation – First and currently last visit September 28 to October 1, 2008 for XXI. Potential ILC Site at Dubna in Russia Siting Studies in Europe The Joint Institute of Nuclear Research (JINR) in Dubna has proposed a site near their institute, south of the Volga river. That proposal comprises a machine close to the surface but constructed using tunnel-boring machines. Sufficient power from the Russian national grid is available. The project will assess the potential of such a site and conclude on the benefits and risks. LAL · Orsay, March 6, 2009 ILC-Hi. Grade Annual Meeting Global Design Effort 6

XXI. Ru. Pac 08 in Zwenigorod, Russia • (Short) Meeting with Grigori Shirkov, JINR – Discussion on Dubna site investigation – He reported that JINR needs approval for this design work from the Russian Funding Agency – Additionally Intellectual Property Rights must be guarantied! – Some Test drillings along the route were made. Contract with GSPI over 1 M Rubel (~ 30 k€) for ground investigations – No additional manpower and money for further design work for a shallow single tunnel is available at JINR – Results are confidential – Grigori S. asked for money for drilling additional wells – W. B. sees presently and in the near future no chance for a shallow site investigation at Dubna – Bur perhaps money could help to improve this situation LAL · Orsay, March 6, 2009 ILC-Hi. Visit of Plan Approval Authority LBA • Frank Lehner and W. B. visited the XFEL Plan Approval Authority LBA Landesbergamt (Mining Autority of Lower Saxony) in Clausthal-Zellerfeld on September 16, 2008 – We discussed an international approval procedure and the possibility of using mining rules – No results – We will continue this work • Additionally W. B. is participating the (bi-) weekly GDE CF&S meetings LAL · Orsay, March 6, 2009 ILC-Hi. Grade Annual Meeting Global Design Effort 10

Summary • An important part of the Technical Design Report in 2012 is a new cost estimate with (hopefully) reduced cost • A key item for cost reduction are the Conventional Facilities and the Siting • Shallow sites and single tunnel designs are promising significant cost reduction • In Total Cost savings of more than 500 MILCU are possible for the CFS • Europe can (and should) bid to host and has the choice between several sites and deep and shallow tunnels • Next step: Set up a working group LAL · Orsay, March 6, 2009 ILC-Hi.
