What needs to be done? • Agreed definition of “Governance” • Internationally credible independent assessment of Rwanda (show gaps) • Draw up a JGF with clear benchmarks & indicators • Set up a Joint Monitoring Framework for governance • Integration into the EDPRS NB – Build on existing initiatives (APRM, EDPRS, EU Benchmarks, MCC, etc. )
How? • Establish a Joint Steering Committee chaired by MINALOC • Carry out a set joint studies to underpin the JGF (scoping study to identify gaps and action plan) • In depth analysis • Work programme to be reported during the next DPM
Harmonization of on-going initiatives • All DPs agree to harmonise on-going initiatives and align to JGF process • Recommended Af. DB to align Governance Profile to this process • DPs not yet signed up to the Working Group should sign up • Steering Committee will be convened as soon as possible
Important! • Rwanda’s case provides an opportunity to push the boundaries on the principles of assessing governance. It could be an innovation.
