Overview Both are national representative surveys Collect citizens’ perception data on the way their country is governed Three (3) Clusters of MKUKUTA 1. Growth and Poverty Reduction 2. Quality of life and social well being 3. Governance and accountability
1. 1 Growth and Poverty Reduction Deterioration of personal and economic conditions Btn 50% & 55% reported deterioration since 2007/8 Youth unemployment high 64% no paying job in 2012 up from 56 in 2008 (AB) 96% of respondents, a serious problem (Vo. P) 92%, the problem was getting worse (Vo. P). HH Food insecurity About 50% went without enough food in 2011 The problem serious in rural than urban areas 87% gone without any cash income at least once in 2011 Land conflicts/exclusion Increasing among farmers and livestock keepers, large scale investors and development projects LOST HOPE: 70% pessimistic on life improving in the next 12 months
1. 2 Growth and Poverty Reduction Agriculture still subsistence 92% grow maize, of which 93% for home consumption Inputs access 28% of farmers bought subsidised fertiliser in 2011, 17% of the poorest and 40% of the best-off Input cost a major problem (88% of farmers) Complaining on cross-border trade bans Road condition not good (45%) but improving overtime (1/3 rd) Electricity a serious problem, hence use of charcoal Main improvement: building house, education infrastructure investment and IT revolution
2. 1 Quality of life and social wellbeing Illness and treatment 1/3 rd across all income groups declared had been sick last 4 weeks 2/3 rd satisfied with the treatment received. BUT … Education: MCH services are inadequate, though improving Elderly be given free medication (this is in the health policy) Still medical supplies are in short supply Enrolment increased Few and unqualified teachers Few textbooks Access to clean and safe water, a perpetual problem 45% reported high supply interruptions and shortages Sanitation, serious problem 54% of respondents use unimproved pit latrines, the problem being severe in rural areas 48% bury or dump their domestic waste

Governance and accountability Awareness of Government policies: 2/3 rd heard of Kilimo Kwanza 42% familiar with MKUKUTA Only 21% percent with the Constituency Development Fund (CDF) Knowledge of policies closely related to income and locality. Large majorities (>90%) aware of health policies 2/3 rd perceive inequality in distribution of national resources 2% think ordinary Tanzanians main beneficiaries of economic growth compared to 54%- government officials (17% and 12% foreign comp & polit) 82% consider government officials to be the main beneficiaries of development aid compared to 11%-ordinary citizens in 2012 Increase from 70% v/s 17% in 2007

Governance and accountability People disappointed with Government performance President only 55% improvement after the 2010 elections, decline in approval by 20% point from 2008 9 in 10 perceive the government is doing poorly in keeping prices low 8 in 10 Tanzanians disapprove of efforts to narrow gaps between rich and poor BUT: 2/3 rd remain optimistic of the government turning things around in the next 5 years 72% opposition parties have impact in parliament Corruption still a problem 50%, money misused in councils police and the legal system highly corrupt 57% government doing nothing to control corruption

Policy implications VOP and AB 2012 paint a mixed picture of the contemporary state of the nation as perceived by Tanzanian citizens Growth and poverty reduction Rising cost of living, youth unemployment, and growing inequality serious problems. Subsistence farming and agriculture marketing Quality of life and wellbeing Improved health and education, quality still a challenge Water a chronic problem Governance and Accountability Limited awareness of government policies by citizens Perceived poor government performance Still corruption a challenge
