Exercise Scenario At 07: 30 a. m. on 2 August 2011, while transferring fuel from a tanker, the East Providence Exxon-Mobil facility experienced a catastrophic pipeline failure The transfer pipe ruptured on the dock, spilling over 100, 000 gallons of diesel fuel into the waters of the Providence River and upper Narragansett Bay. 3

Estimated Daily Recovery Capacity (EDRC) • What is it? • Calculated capacity of oil recovery devices • Planning tool designed to identify amount & type of response equipment/capabilities needed to respond to AMPD, MMPD and WCD • Not intended for use in measuring actual recovery • Formulas at 33 CFR 154, App. C & 33 CFR 155, App B

EDRC for Regulated Facilities EDRC = Throughput rate (bbl/hr) x 24 hrs x 20% efficiency factor* (33 CFR 154, App. C 6. 2. 1) Throughput rate = Specific collection rate of an oil recovery device (e. g. skimmer), specific to type, capacity, oil thickness (CFR default is ¼ inch) * 20% is regulatory standard efficiency rate. Typically degraded by USCG to account for influencing factors: weathering, daylight, sea conditions, number and skill level of response personnel, encounter and containment rates, etc.

CFR / FRP Requirements 33 CFR 154. 1045(c) requires Group I-IV petroleum facilities to have available for response to AMPD spill: 1, 000 ft containment boom deployed w/in 1 hr of spill OR Boom twice the length of longest vessel conducting transfers Oil recovery devices and recovered oil storage capacity on site w/in 2 hrs 33 CFR 154. 1045(d) and (e) require that facilities provide for response to MMPD and WCD spills: “Sufficient” boom, oil recovery devices and storage capacity for recovery, on site w/in 6 hrs, 12 hrs

Spill Sizes for Exxon. Mobil • Per 30 CFR 154, spill sizes for E. Prov. Terminal are: – WCD: largest foreseeable discharge in adverse weather – MMPD: lesser of 50, 400 gal (1, 200 bbl) or 10% WCD – AMPD: lesser of 2, 100 gal (50 bbl) or 1% WCD • Per E. Providence terminal’s approved FRP, spill sizes are: – WCD: 746, 256 gal (17, 768 bbl) – MMPD: 74, 626 gal (10% WCD) – AMPD: 7, 463 gal (1% WCD)

Exxon. Mobil Response Resources Per Exxon. Mobil’s FRP, they have available for response: 2, 000 ft containment boom on site. 1 Skimmer (through the co-op) on scene w/in 1 -2 hrs. Additional emergency response equipment / resources contracted through various OSROs. In accordance w/ FRP, contracted OSROs utilized during PREP: North America Regional Response Team (NARRT) Clean Harbors Marine Spill Response Corporation (MSRC) Coastline

PREPAREDNESS ASSESSMENT VERIFICATION (PAV) After Action Report National Strike Force Coordination Center (NSFCC) 2009 Assessment

PAV Overview • Conducted for each COTP zone every 3 yrs and/or before scheduled PREP exercise. • Last assessment conducted 06 -10 Dec 2009. • Evaluates all emergency response resources available in COTP zone. • Focus on classified Oil Spill Removal Organization (OSRO) abilities. • Results used to update OPA-90 mandated Response Resource Inventory (RRI) Database.
