UNO UNCLASSIFIED Lockheed Martin Proprietary Information UNO Security Process • Security clearance processing will be driven by task order – Each task order will designate the level of clearance required. – Most task orders require TS/SCI at the PM and Lead level and Secret for the development team, some have required TS/SCI for all. • Clearance processing for those companies that do not have a vendor code will be handled by LMC – Once a candidate has been approved for a task order, the full name, SSN, and company name will be provided to the LM Program Security Rep (PSR). – The LM PSR will coordinate with the company to gather all necessary documents (i. e. SF 86, credit release, etc. ) – The LM PSR will then submit a request to the LM Processing Center (CAPC) to create an Access Request Packet to send to the Sponsor. – Once the request is approved by the Sponsor, the LM PSR will contact the company to coordinate a briefing. – Also, the LM PSR will be responsible for ensuring compliance with all security related reporting requirements. UNO UNCLASSIFIED Lockheed Martin Proprietary Information UNO Security Process (cont’d) • Clearance processing for those companies with a vendor code will be handled by the company itself. – However, these companies will be required to send clearance verification for each candidate to the LM PSR (i. e. approved 4311 s or briefing statements) by fax. – Also, these companies will be responsible for all security related reporting requirements. • LMC will keep a record of all personnel supporting the contract and their clearance level. • As the Prime, any security infractions/violations will be reported to the LM PSR. – The LM PSR will work to report/mitigate the issue with the individuals responsible and the Sponsor. Key Cost Estimating Issues • Clearly summarizing the cost, fee & price for the base and each option in the proposal cover letter • Fees commensurate with the amount of risk & contract type • Legible cost proposal exhibits & basis of estimates • Thinly detailed labor basis of estimates • Attention to explicit RFP pricing instructions & guidance • Bidding materials or other direct costs without a breakdown of those costs.
