UNEP-GEF 2 nd BCH To. T Operational Handbook (III) What role have RA in steps 1 -2 (pp. 20 -21) ? : 1. Establishment of BCH-TF, 2. Mo. U entry into force. IT RA: assist countries to identify, assess, analyze: (i) current IT status (data entry knowledge mgmt), (ii) additional training needs, (iii) installation and use of chosen model of n. BCH, (iv) country requests on hardware and software. CPB RA: help countries to: (i) combine and supplement IT cap-bldg needs with substance-related training, (ii) identify and assess training needs in knowledge mgmt, obligations and provisions of CPB.
UNEP-GEF 2 nd BCH To. T Operational Handbook (IV) What role have RA in steps 3 -5 (pp. 20 -22) ? : 3. Setting-up n. BCH system, 4. Training, 5. Project closure IT RA: assist countries to identify and assess: (i) selected IT systems, options of sources of info, (ii) hardware, software, data storage, processing info, (iii) use of tech applications for inst and manning of n. BCH, (iv) building post-project capacity for data entry. CPB RA: help countries to: (i) design and implement national cap-bldg programs on provisions and obligations to CPB, (ii) develop and coordinate thematic in-depth national training workshops, identify specific training needs.

UNEP-GEF 2 nd BCH To. T Operational Handbook (VI) 1) 2) 3) 4) 5) Upon receipt of (i) completed forms 1 -5, (ii) sustainability strategy, (iii) proposed work plan for BCH set-up and use, UNEP-GEF will finalize Mo. U. Country can at ANY TIME request BCH Regional Advisor (form 9, p. 39, OH) to (i) set-up n. BCH system, (ii) deliver training. Once Mo. U is signed, NEA will receive 75% of funds for: (i) purchase of equipment, (ii) BCH-TF meetings and (iii) national workshop(s). Mo. U duration: 12 months. Upon receipt of completed forms 6 -8, residual 25% of negotiated funds will be forwarded to country. The project is considered completed. Country will submit a final evaluation of BCH Regional Advisor (form 10, p. 40 -42, OH).
