UNCLASSIFIED Overview The GI Bill® Programs are statutory entitlements that are administered by the military services and the Department of Veterans Affairs (VA). Soldiers may receive up to 36 months in any one VA educational assistance program and a maximum of 48 months of combined benefits if eligible for two or more VA educational assistance programs. “Learning Today, Leading Tomorrow!” 3
UNCLASSIFIED Overview • Title 10 Programs (eligibility determined & managed by Do. UNCLASSIFIED MGIB-SR / Chapter 1606 is an educational program for soldiers serving in the Selected Reserve. Eligibility Requirements: • Six Year Reserve Contract on/after 1 July 1985 • Completion of Job Skill Training (IADT, BOLC) • High School Diploma or equivalent “Learning Today, Leading Tomorrow!” 5
UNCLASSIFIED MGIB-SR / Chapter 1606 Eligibility Documents Notice of Basic Eligibility (NOBE) • A NOBE IS: – A Counseling Document notifying a Service Member of Eligibility (Notification Required by Law within 30 days) • A NOBE is NOT: – A guarantee of Service Member Eligibility – Needed by a school before certification is completed in VA Once Payment (FY 16) • $368. 00 per month for a full-time student “Learning Today, Leading Tomorrow!” 6
UNCLASSIFIED ARNG Kicker The kicker incentive is an additional educational benefit used to encourage qualified applicants to enter into specific units or skills to meet ARNG readiness requirements. Eligibility Requirements • Chapter 1606 or Chapter 30 eligible • Critical unit and/or critical MOS • Only one kicker authorized from any SR component • If authorized Kicker & above GI Bills are relinquished for Chapter 33, can use Kicker with Chapter 33 “Learning Today, Leading Tomorrow!” 8
UNCLASSIFIED ARNG Kicker Eligibility Documents • Kicker Contract (DA 5435) Payment (FY 16) • $200 for a critical skill or unit • $350 for an officer or officer producing program “Learning Today, Leading Tomorrow!”
UNCLASSIFIED MGIB-SR & Kicker • Suspension – Soldier receives no benefits but may be reinstated • Reinstatement – Soldier is made eligible after a period of suspension • Termination – Soldier no longer eligible to receive benefits or to be reinstated • Portability – Normally, soldiers are no longer eligible once separated from the Selected Reserve “Learning Today, Leading Tomorrow!” 7
UNCLASSIFIED REAP / Chapter 1607 Reserve Educational Assistance Program Chapter 1607 is an educational program for soldiers of the Selected Reserve & Individual Ready Reserve called to active duty in support of a contingency operation or a national emergency declared by the President or Congress. * National Defense Authorization Act for FY 16 implemented the sunset of the REAP program effective 25 Nov 2015. The REAP Program will be terminated on 25 Nov 2019. “Learning Today, Leading Tomorrow!”
UNCLASSIFIED REAP / Chapter 1607 • Service members / veterans who were attending an educational institution on 24 Nov 2015, or during last semester, quarter or term prior to that date are eligible to continue to receive REAP benefits until 25 Nov 2019. • VA is working to identify affected Service members / veterans who previously applied for REAP benefits and notify them of this change and their potential eligibility for other VA educational assistance programs. • ***If Service members have any questions about eligibility or continued eligibility for REAP, they need to call the VA at 1 -888 -442 -4551 to discuss with an Education Call Center agent. “Learning Today, Leading Tomorrow!”
UNCLASSIFIED MGIB-AD / Chapter 30 is an education program that applies to service members & veterans who became active duty for the first time on or after 1 July 1985, contributed $1, 200, and received an honorable discharge. “Learning Today, Leading Tomorrow!” 10
UNCLASSIFIED MGIB-AD / Chapter 30 Eligibility Requirements • Served on Active Duty on or after 1 July 1985 • Served on AGR after 29 November 1989 • Complete DD Form 2366 • Contribute $1, 200 • Received an honorable discharge Eligibility Documents • DD Form 214 • DD Form 2366 “Learning Today, Leading Tomorrow!”
UNCLASSIFIED MGIB-AD / Chapter 30 Active Duty $600 Plus-Up Program • Allows soldiers to contribute an additional amount of money to increase their monthly benefit payout (extra $150 per month) • DD 2366 -1 Payment (FY 16) • Based on 3+ years of AD service • $1, 789 per month for a full-time student “Learning Today, Leading Tomorrow!”
UNCLASSIFIED MGIB-AD / Chapter 30 Payment (continued) • $1, 939 per month for a full-time student with Plus -Up Portability • Soldiers remain eligible for 10 years from last honorable active duty separation “Learning Today, Leading Tomorrow!”
UNCLASSIFIED Post-9/11 GI Bill / Chapter 33 ® Chapter 33 is an educational program that is earned by service members & veterans who have served a minimum of 90 days on qualifying active duty after September 10, 2001 and receive a honorable discharge. Reserve Component members can earn eligibility by serving on orders under specific Title 10 & Title 32 orders. “Learning Today, Leading Tomorrow!” 13

UNCLASSIFIED Transfer of Education Benefits (TEB) is an incentive for further service and is intended to promote retention in the ARNG. Eligibility Requirements • Soldier must be eligible for Chapter 33 • Must have 6 -years of qualifying military service • Agree to a 4 -year service obligation • Must not be flagged for adverse actions • Dependents must be listed in DEERS “Learning Today, Leading Tomorrow!”

UNCLASSIFIED Post-9/11 GI Bill / Chapter 33 ® • Housing Stipend - Equivalent to BAH for an E-5 with dependents - Determined by zip code of the school - Soldier must attend more than ½ time - Payments made directly to the student - Active Component (T 10) and ARNG T 32 AGR Soldiers will not receive housing stipend - Spouses of above servicemembers using TEB will not receive housing stipend - Children using TEB will receive housing stipend - Payments based on payment percentage tier “Learning Today, Leading Tomorrow!”
