What is UKPMC? a free and growing collection of peer-reviewed research publications representing all areas of biomedical and health research n to be interlinked with other online resources, such genome and proteome n by ensuring that your peer-reviewed articles are added to UKPMC you are contributing to a unique online resource n your articles will also enjoy greater visibility, hopefully increased citations, and permanent preservation n 3
Who provides UKPMC? the British Library together with the University of Manchester and the European Bioinformatics Institute n the service is hosted by MIMAS n 4
UKPMC Funders Group n the development of UKPMC is funded by principal funders of biomedical research in the UK 5
UKPMC & Open Access rising journal subscriptions and increasing use of the internet to access scientific publications led to the so -called “serials crisis” n in 2004, “Scientific Publications – Free for All? ” inquiry by the S&T Select Committee of the House of Commons concluded new initiatives were needed to improve access to research n in 2006, Research Councils UK issued a position statement on access to research outputs n 6
cont’d since then, the principal funders of biomedical and health research in the UK have developed a ‘joint’ approach to the dissemination of research outputs n aim of UKPMC is to ensure free online access to biomedical and health research literature n to support this aim, many members of the UKPMC Funders Group have introduced ‘open access’ policies n 7
UKPMC Funders Group Policies BBSRC requires deposit of articles and conference proceedings into an eprint repository like UKPMC all applications from 1 Oct 06 WT requires deposit of all articles into UKPMC upon acceptance for publication to be made available within six months all grants MRC requires articles to be deposited into UKPMC within six months (cf. all applications different requirements for intramural researchers) from 1 Oct 06 DH requires deposit of articles arising from grant applications submitted applications from 1 Apr 2007 into UKPMC within six months from 1 Apr 07 CSO a copy of the final, peer-reviewed articles to be deposited in UKPMC and to be freely available within 6 months ARC requires deposit of articles in an archive like UKPMC to be available 6 months after publication BHF a copy of each peer-reviewed paper to be deposited in UKPMC to be made freely available within 6 months CRUK a copy of each peer-reviewed paper to be deposited in UKPMC to be made freely available within 6 months as of 8 Jan 07 8
comments on Funders Group policies grant conditions increasingly require that copies of research articles become freely available via UKPMC NB not all articles will have to be deposited via UKMSS, e. g. Pub. Med Central journals automatic NB anyone can register and deposit manuscripts, only PIs can sign off n policies generally apply from a funder-dependent cutoff date bear in mind when submitting papers arising from these grants n n many also encourage deposition of publications arising from previous research grants 9
cont’d n ‘open access’ does not mean no peer-review – currently UKPMC only accepts copies of scientific papers reflecting all changes from peer-review n most (all? ) scientists ‘instinctively’ are in favour of free access to research outputs n majority of STM publishers already have mechanisms in place that allow the addition of content to UKPMC n for author-uploaded articles, UKPMC allows for the stipulation of a 6 -month ‘embargo’ period during which the publisher can exclusively distribute the research 10
How do articles become part of the Pub. Med Central collection? there are two routes: n via publisher e. g. publish in an open access journal / choose the open access option of a hybrid journal NB costs associated with ‘open access’ publishing can be met from research funding n via author - upload a copy of the final manuscript via the manuscript submission system NB need to ensure that publisher allows deposition in UKPMC 11
majority of STM-publishers already allow deposit into UKPMC n n n automatic for all Pub. Med Central journals increasing number of ‘open access’ publishers, automatic in most cases, e. g. PLo. S, Bio. Med Central many publishers offer options that should allow deposit in UKPMC, e. g. Springer, Taylor&Francis n e. g. recent Elsevier-Wellcome agreement has been extended to some other members of the UKPMC Funders Group 12
majority of STM-publishers already allow deposit into UKPMC n n n others allow the author to self-archive version of the final article in UKPMC (e. g. Nature) publishers have generally accommodated the policies of research funders if you wish to publish in a journal that does not allow the archival version to become available via UKPMC seek guidance from your funder 13
comments on author-deposition route copyright - belongs to the author unless given way n traditionally scientific authors assign copyright to publisher in exchange for dissemination, more recently via licences n whether or not assigning copyright is a good idea is up to the author, but when uploading past research papers authors need to ensure that they don’t act contrary to agreements they have made with their publishers n n going forward, scientific authors can ensure that they do not enter into agreements that would compromise their ability to submit their articles to UKPMC 14
Why deposit in UKPMC? n all articles are available online without restrictions, irrespective of library holdings (e. g. patients. . . ) n higher visibility - articles also become available via US Pub. Med Central – and wider dissemination n evidence suggests that articles available in this way will be cited more frequently n manuscript reflecting all changes from peer-review will be permanently preserved in an online resource that represents all areas of biomedical and health research n articles submitted via UKMSS are formatted (in XML) to support future service developments n principal funders of biomedical research increasingly require deposit of research outputs into UKPMC 15
Developing UKPMC Grant lookup and reporting n services such as cross-references from full-text into molecular datasets, with a view to the integration of literature and data n UK-specific “grey” literature n we welcome input from the scientific community ukpmc@bl. uk n n Scientific Advisory Board 16
Conclusion UKPMC is part of broader ‘open access’ developments in scholarly communication n it’s aim is to make the biomedical and health research literature freely available in a single online database n UKPMC will develop additional functionalities n UKPMC is supported by major funders of biomedical and health research in the UK, who also increasingly require that copies of all peer-reviewed papers become freely available via UKPMC n n this talk provided a map of the routes into UKPMC 17
