9 -1 -1 Environment: New Drivers • Callers • Continue to adopt mobile and nomadic services. • Buy smart devices that use multiple technologies to determine their location. • Want communication technologies other than voice and TTY/TDD to access emergency services with the same grade of service. • Routing Systems • Deliver location information to Public Safety at call set up time. • Allow many-to-many relationships between PSAPs for overflow routing. • Capable of routing based on location delivered in real time by the device. • Call Takers • Can be stationed somewhere besides their own PSAP, potentially anywhere using a broadband connection and that complies with the PSAP’s security and privacy policies. • During system impairments or catastrophic conditions, answer more if not all calls more quickly and with full information. 9 -1 -1 Environment: NENA Directions • Use Open Standards and Common Off The Shelf (COTS) components. • Focus on a smooth transition from existing E 9 -1 -1 to NG 9 -1 -1. • Create more control for Public Safety. Transition Ideas: Data • MSAG • Current DBMS and new DBMS work in parallel for the shortest amount of time. One receives direct changes, the other receives daily delta files. • When ready, use the county GIS data source for validation and routing • ALI Database • Set up steering between current ALI and new database, and if available, PSAP equipment and both databases TCS Proprietary Copyright © 2009 Tele. Communication Systems, Inc. All rights reserved. 6
Transition Ideas: Call Completion • Support both TDM and IP 9 -1 -1 at all PSAPs • Make the priority “identical” PSAP configuration • Transition Variables • • TCS Proprietary Technology PSAP Voice service provider NPA/NXX Copyright © 2009 Tele. Communication Systems, Inc. All rights reserved. 7
