Trade Act Program - TAARA 2015 Trade Adjustment Assistance Reauthorization Act (TAARA) of 2015 • Trade Act is a federal program administered by United States Department of Labor (USDOL) that provides assistance to U. S. workers who lost their jobs due to foreign trade. • Imports from other countries • Movement of production / service to foreign countries
Trade Act Program – TAARA 2015 • The Trade Act program is jointly administered by the Division of Workforce Development (DWD) and the Division of Employment Security (DES). • Missouri Job Centers are part of DWD. • Regional Claims Centers are part of DES.
Trade Act Program – TAARA 2015 Two Parts of Trade Act • Trade Readjustment Allowance (TRA): Refers to the weekly benefits paid by DES. • TRA is similar to Unemployment Insurance (UI). • TRA is only for Trade Act eligible worker who meet specific requirements. • Trade Adjustment Assistance (TAA): Refers to training and reemployment services provided by DWD.
Trade Act Program – TAARA 2015 Filing a Trade Act Claim • In Missouri, DES is responsible for determining individual Trade Act eligibility for affected workers. • Workers must call a DES Regional Claims Center to file a Trade Act Claim. Trade Act Program – TAARA 2015 Trade Act Benefits / Services • Division of Employment Security: • Trade Readjustment Allowance (TRA) weekly benefits – When combined, up to a 130 weeks of UI and TRA – Must be issued a waiver or enrolled / participating in Trade Act approved training by: » 26 weeks after the petition certification OR » 26 weeks after the workers last qualifying separation from the Trade affected employer
Trade Act Program – TAARA 2015 Trade Act Benefits / Services • Division of Employment Security: • Reemployment Trade Adjustment Assistance (RTAA) – A wage subsidy program for workers aged 50 or older who find qualifying reemployment – May participate in part-time reemployment (20 hours) and full-time Trade approved training OR full-time reemployment (Trade approved training optional) – Maximum benefit two years or $10, 000

Trade Act Program – TAARA 2015 Trade Act Benefits / Services • DWD / Missouri Job Centers: • On-the-Job Training (OJT) – 50% reimbursement to an Employer for providing On-the-Job Training (OJT) to a Trade affected Worker – Trade affected worker can learn new skills – Up to 104 weeks of OJT • Transportation / Subsistence – If training outside “commuting area” of 25 miles, may be eligible for transportation or subsistence
Trade Act Program – TAARA 2015 Trade Act Benefits / Services • DWD / Missouri Job Centers: • Job Search Allowance – 90% reimbursement of a Trade affected worker’s expenses related to approved job search activities – Maximum benefit $1, 250 – Job search must be outside the workers “commuting area” of 25 miles – Job search must be related to employment considered “suitable employment” – Deadlines applicable to this benefit
Trade Act Program – TAARA 2015 Trade Act Benefits / Services • DWD / Missouri Job Centers: • Relocation Allowance – 90% reimbursement of a Trade affected worker and household’s expenses related to moving outside of his/her “commuting area” for offer or acceptance of “suitable employment” – Maximum Lump Sum benefit $1, 250 – Relocation must be outside the workers “commuting area” of 25 miles – Deadlines applicable to this benefit
