Theme: Unemployment. PROJECT WORK
INTRODUCTION. What is unemployment? Is it a problem? Unemployment (or joblessness) occurs when people are without work and actively seeking work, but can’t find it. The unemployment rate can be defined as the number of people actively looking for a job divided by the labor force. Changes in unemployment depend mostly on inflows made up of non-employed people starting to look for jobs, of employed people who lose their jobs and look for new ones and of people who stop looking for employment. Presence of a number of the unemployed, no one is troubling because it is not a problem. But what is the number? What is the unemployment rate is acceptable? Some people are still trying to get rid of this issue, saying, for example, that unemployment becomes a problem only when it rises above the "frictional" level (for example: temporary unemployment associated with moving from one job to another).
STATISTICS. Unemployment Rate in Kazakhstan remained unchanged at 5. 30 percent in December of 2012 from 5. 30 percent in November of 2012. Statistics show that of the total number of unemployed persons in all age groups, women make up about 65% or almost two times more than men. This is because at the moment one of the main requirements for candidates for vacant positions is the presence of specific and technical education. CAUSES OF UNEMPLOYMENT. In 1990 -91, during the collapse of the Soviet Union, the country's unemployment rate was 4. 6%. How did it happen so that its level increased markedly since a few years? It should be noted also that until 1993, its growth did not take such serious magnitude, that is, its level was accompanied by the natural course of flow of "active population". But remember the time of transition. Then, at constant wages, hyperinflation, as a magician, turning the earnings of the population in pennies, which was not enough to support themselves and families. People began to do business and, accordingly, left low-income job. Now every company felt the whole essence of a market economy and to avoid bankruptcy, in order to reduce production costs, was forced to reduce the staff of its employees, as well as the level of technological development was very low. Thus, "the street" were thousands who want to find work.
POSSIBLE SOLUTIONS. One way to solve this problem would be to increase salaries. Government should find extra money to improve everyone’s standard of living. Rises have always been met with approval and encouraged people for harder work. So that they could prove their value and show that they deserved to be better paid. Another useful suggestion for reducing unemployment would be to create more job positions and working places. At present it is hard to set up a business or establish own company. Creating workplaces would give a chance for those who are unemployed. It would be real chance to lower unemployment rate. There is a risk with financial consequences that such a company may collapse. However, without a risk we will not have chance to succeed. Provide more training and education to the unemployed. This could help improve computer skills and communication. These people will become more confident and employable. An alternative solution to overcome the problem of unemployment and laziness is to promote value of labor. Politicians should show all benefits and perspective of any work. In their campaigns they should display the negative effects of inaction and wasting one’s time. People should know that work broaden our horizons and allow us to feel more important and responsible for our duties.
But all this can not be achieved without the support of the people. As President, NA Nazarbayev said at the presentation of its new strategy for the country's crisis "Kazakhstan-2030" - ". . . we are (government) will not be able to implement all these reforms without adequate support of the people of the republic, since it is the people of Kazakhstan is the only who can raise country out of crisis. You can not always hope that there will come a foreign businessman, invest in the country millions of dollars and will live better. That will not happen. " And I think that not only I agree with this statement”.
MY OPINION. In the program of the government to extricate the country out of crisis “Kazakhstan-2030” states that in the near future we will in the discharge of twenty-economically developed world. How I think, it can be achieved only by uniting the efforts of the Government and people, with full understanding. I hope we will support our Government, and understand the whole need for our participation in raising the level of the state of highly developed countries.
