Theme 3. The State Programme of Environmental Monitoring in Ukraine In 1998, Ukraine’s Cabinet of Ministers established the State Environmental Monitoring System to integrate the different monitoring networks at these entities, improve the compatibility of equipment, data and software and provide timely, accurate data to endusers. The State system of environmental monitoring of Ukraine is based on the provisions of Resolution of the Cabinet of Ministers of Ukraine dated March 30, 1998 “On Approval of the Regulation on the State Environmental Monitoring System”.

Monitoring of separate objects is regulated a number of environmental resolutions of the Cabinet of Ministers of Ukraine, namely: „On Approval of the Procedure of Monitoring Organization and Realization in the area of Air Protection”, No. 343, 09. 03. 1999 „On Approval of the Regulation on State Monitoring of Waters”, No. 815, 20. 07. 1996 „On Approval of the Regulation on Monitoring of Land”, No. 661, 20. 08. 1993 „On Approval of the Regulation on Monitoring of Soils on Agricultural Lands”, No. 51, 26. 02. 2004 „On Approval of the Concept (Outline) of the State Programme of Natural Environment Monitoring ”, No. 992 -r, 31. 12. 2004. „On Establishing the Interdepartmental Commission on Environmental Monitoring ”, No. 1551, 17. 11. 2001

The main tasks of the state environmental monitoring system: - Organization of a unified state system of observation points for all components of the environment; - Creation and establishment of an automatic system for collecting, processing, compilation and storage of systematic information about the number of natural resources and about ecological condition of natural resources (the formation of the data banks or databases and management systems);

- Assessment of natural resources potential and the acceptable level of resource use; - Inventory of pollution sources and examine the extent of human impact on the environment components; - Development of forecasts of probable variations in the environmental situation and the "level of care" of environment; - Development of management decisions aimed at ensuring of state environment conservancy and sustainable development at all levels (local, regional and national).

Cartographical hierarchy of Environmental Monitoring System of Ukraine 1. National level (map scale 1 : 1 000, that is 10 х 10 km); 2. Regional level (1 : 500 000, 5 х 5 km); 3. Oblast level (1 : 200 000, 2 х 2 km); 4. Local district level (1 : 50 000, 500 х 500 m) 5. Urban level (1 : 10 000, 100 х 100 m); 6. Site level (1 : 5 000 – 1 : 1 000, from 50 х 50 till 10 х 10 m).
