*The regional standards on conducting multilateral diplomacy (the cases of the Council of Europe and the European Union).

In the second half of the XX century there were essential changes in various aspects interstate relations. At this time in Europe the belief in need to become the uniform subject in political, socially economic relation for strengthening of positions of the European countries in world politics was issued.

The first world war was the catalyst that brought forth the idea of European unification at political level, creating the so-called "pan-European movement. After the second world war, Europe has ceased to play its proper role in the world since ancient times policy and then Western Europe took practical steps to implementation of pan-European ideas began to appear the first European international organizations such as the OEEC (1948) (1951), the ECSC, EEC and Euratom (1957).

Council of Europe Being based in 1949, the Council of Europe is the international organization oldest in Europe.

The purpose of the organization is to achieve greater unity between its members for the protection and realization of the ideals and principles which are their common heritage and facilitating their economic and social progress. The goal is achieved by Council of Europe bodies through the consideration of issues of common interest, the conclusion of agreements and common action in economic, social, cultural, scientific, legal and administrative fields, as well as by maintaining and further implementation of the human rights and fundamental freedoms.

• Еenforcement of human rights; the promotion of awareness and the development of a European cultural identity; search for joint solutions to social problems (national minorities, intolerance, environmental protection, bioethics, AIDS, drug addiction); the development of political partnership with the new democracies of Europe. Activity of the Council of Europe is concentrated on the following problems:

The governing bodies of the Council of Europe are the Committee of Ministers, Consultative Assembly, a meeting of industry ministers and the Secretariat.

§ The European union — economic and political association of 28 European states. Aimed at regional integration, the Union it was legally fixed by the Maastricht contract in 1992 (come into force on November 1, 1993) on the principles of the European communities.

O Although among the Member countries of the European Union there is a high degree of integration, foreign policy is still intergovernmental nature. All 28 member countries control their international relations to a great extent. However, the Union becomes more and more political weight as a single political unit, and there attempts to act unanimously on various political issues, especially in the areas of trade and energy.
