The Functions of Parliament. The main functions of Parliament are: to pass laws; to provide, by voting taxation, the means of carrying on the work of government; to examine government policy and administration; to debate the major issues of the day. In carrying out these functions Parliament helps to bring the relevant facts and issues before the electorate.
The British Constitution is to a large extent a product of many historical events and has thus evolved over many centuries. Unlike the constitutions of most other countries, it is not set out in any single document. It is called the Acts of Parliament. Instead it is made up of statute law, common law and conventions. The constitution can be changed by the Act of Parliament, or by general agreement to alter a convention.
The main parties in the UK are the Conservative party and the Liberal Democrats. The Conservative party believes in free enterprise and the importance of a capitalist economy, with private ownership preferred to state control.
The Labour party believes that private ownership and enterprise should be allowed to flourish, but not at the expense of their traditional support of the public services.
The Liberal Democrats believe that the state should have some control over the economy, but that there should be individual ownership.
