• 2001 establishes the certification programme of competencies. It constitutes the National Commission of the Certification Programme. They have carried out 30 meetings. • 2001 marks the First National Congress of Competencies”. • 2001 establishes the National System of Technical Standardization CONOCETE decreto 29829 -MTSS. • 2002 establishes CONAC • Law 8279

• 2003 marks the FIRST NATIONAL MEETING “SITUATION ANALYSIS OF THE RULES AND LABOUR COMPETENCIES AND EDUCATION SYSTEMS IN COSTA RICA” OIT- PCC. • Conclusion of the meeting: It establishes the need to create the National System of Certification of Labour Capabilites ( of persons) with the purpose that the following sectors: governments, labour and businesses articulate strengths to standardize and certify the human resource in the necessary form in accordance with the demands and needs of the labour market.

Programme of Certification of Competencies

VISION • To attain high levels of human resource development in these sectors: Industrial, Agricultural Service or information, in order to give support to a national economy that responds with pertinence and accuracy to the demands and competitive competencies of the markets of the region and of the first world, linking the needs of the production sector with the professional training processes and education by means of applying the focus: Education based on standards of competencies.

MISSION • To Coordinate the development of the Intra and Inter Institutional actions of the education and business sectors in the field of the EBNC, through the articulation and reduction of spending in the multiplication of resources and the perfection of the plans and programmes of formation, capacity and actualization to contribute to the improvement of the lives of Costa Ricans.

GOVERNMENTAL DIRECTOR • To relaunch to the SINETEC within the framework for the improvement of the MEP. • To present before the Legislative Assembly the law for the creation of the National System of Certification on the port of the social sector within the government. • To activate the CONOCETE with the help of a technical platform and efficient administration. • To execute the Hemispheric Project “ Management and Scholastic Cerfification for the Training and Accrediation of Basic Labour Competency at the second level of secondary education. .
