Missing child and young person • A child or young person under the age of 18 who has run away from home or placement, or feels forced or lured to leave, or whose whereabouts are unknown. • Missing: Anyone whose whereabouts cannot be established and where the circumstances are out of character or the context suggests the person may be subject of crime or at risk of harm to themselves or another • Absent: A person is not at a place where they are expected or required to be. • Any missing episode is potentially serious - one runaway is one too many. www. hertsdirect. org

Complaints About Schools www. hertsdirect. org
What is required? • • www. hertsdirect. org Section 29 of the Education Act 2002 requires all schools to have a complaints policy that has been approved by the Governing Body and publicised to parents. A 2 Stage process is required. Stage 1 should be dealt with by the Headteacher. Stage 2 should be dealt with by the Chair of Governors in the first instance, who in most cases will arrange for a panel of Governors to hear the complaint(s). The Department for Education (DFE) has recently published a new guide entitled ‘Best Practice Advice for School Complaints Procedures 2016’. This is a guidance document for maintained schools, maintained nursery schools and local authorities. The current issue (number 7) of the Hertfordshire County Council Model Procedures for Dealing with School-Based Complaints is consistent with the advice given by the DFE in its new guidance document. The Hertfordshire Model Procedures can be found on the Hertfordshire Grid For Learning.
Important Differences in Complaints Handling Community, Voluntary-Controlled, Voluntary. Aided, Foundation, Trust, Special Schools and Education Support Centres • • • Must have a complaints policy available from the school office upon request. Must state on the school’s website at least where the complaints policy can be found or better still, publish the policy on the website. These schools do not have to publish details regarding the number of complaints received in the previous year. Faith schools may elect to adopt the complaints guidance drawn up by either the Diocese of Westminster for Roman Catholic Schools or the Diocese of St Albans for Church of England Schools. If schools do this, they need to make it clear to parents, carers and other stakeholders which complaints procedure guidance underpins their complaints policy. www. hertsdirect. org Academies, Free Schools, Studio Schools and University Technical Colleges • • • Academies, Free Schools, Studio Schools and University Technical Colleges are welcome to refer to the Hertfordshire Model Procedures, however they must ensure that they are compliant with the guidance issued by the Education Funding Agency regarding the handling of complaints first and foremost. The main difference in terms of the requirements upon these types of schools are that a Stage 2 Panel must feature at least one person who is not a Governor at the school and that is wholly independent of it. In addition to this, these schools must publish their complaints policies on their websites, along with details of the total number of complaints they received in the previous year.
Three things to check… www. hertsdirect. org • Has your complaints policy been approved by the Governing Body and publicised to parents? • Is it compliant with the applicable guidance and requirements of the Department for Education or the Education Funding Agency? • Ensure that your school has not published the Hertfordshire Model Procedures for Dealing with School Based Complaints on its website as this is guidance for Headteachers and Governing Bodies only. If your school has published this, please remove it.
