Mission of the GAEC Library • In line with Section 3 (f) Act 588, 2000, The GAEC Library exists to serve as a resource base for information on the peaceful applications of nuclear science and technology in Ghana. • It aims at acquiring scientific literature relevant to the interests of the user population, organizing and making them available to the research scientists, technologists, technicians and other workers of the Commission. 3
The GAEC Digital Library – How it came about § 2012 - 2016 GAEC strategic plan required the Library to provide LAN access to the GAEC Library database, OPAC to enhance library material & access to remote digital information (GAEC, 2011, p. 8). § Libraries that want to remain relevant due to the changes brought by ICT have now become digital libraries. § In 2015 the GAEC Library with assistance from the ICT Department developed the GAEC digital library to serve as the organizational repository 4 and enhance access to relevant nuclear literature.
§ What is a Digital Library Digital libraries are the digital face of traditional digital Library libraries. § Before the current term came into being previous terms such as “virtual library”, “electronic library, ” “library without walls” were used to describe this broad concept. § A collection of documents in organized electronic form, available on the Internet (Techtarget, 2017). § A collection of digitized and organized information giving us powers traditional libraries 5 never had (Lesk, 2004).

International Nuclear Info. System § INIS – International Nuclear Information System contains scientific literature on the peaceful applications of nuclear science and technology. § Established in 1970 and operated by the IAEA. Ghana is part of the over 150 countries and organisations who have joined INIS. § According to INIS (2017), its Database contains over 4 million bibliographic records out of which 527, 919 are full-text documents of nonconventional literature (NCL). 39

System § Books, Journal articles, scientific & Technical Reports, Legislative material, Patents, audiovisual, standards, reports, theses/ dissertations, conference papers. § Publications in 63 languages. § All records include keywords and most have an abstract in English. (INIS, 2017) § The GAEC library is the designated centre for Ghana in collecting, processing and sending to the INIS secretariat all relevant Nuclear publications in Ghana. These records will then be added to the INIS database. 40

System GAEC Library is therefore mandated to fulfil article 2. 3. 1 of the INIS members’ rights, privileges and responsibilities namely “the collection, selection, description, categorization, indexing, abstracting and related preparation, of items of literature published within its national boundaries (or organizational confines if an international body) and submission to the INIS Secretariat in Vienna in accordance with the definitions, rules, procedures, formats, and guidelines set forth in the ‘IAEA/INIS Reference Series’ and associated INIS Circular Letters”. (International Atomic Energy Agency, 2000). 41
