PA 1 b and Targets • (COM(2010) 715 final) Strategy (Communication by the Commission) (Only) Three exemplary targets for EUSDR Pillar 1 (Connecting the Danube Region) which are of relevance for EUSDR Priority Area 1 b as amended: ü Improved travel times for competitive railway passenger connections between major cities; ü Implementation of the 4 Rail Freight Corridors crossing the Danube Region as planned within 3 or 5 years and possible inclusion of a new corridor with added value of linking together the EU and non-EU member states' railway systems; ü Development of efficient multimodal terminals at Danube river ports and dry ports to connect inland waterways with rail and road transport by 2020. 5
PA 1 b and Actions (Action Plan SEC(2010) 1489 final) Action (1) - “To bring to completion the TEN-T (rail and road) Priority Projects crossing the Danube Region, overcoming the difficulties and the bottlenecks including environmental, economic and political, particularly in the cross-border sections”. Action (2) - “To implement the Rail Freight Corridors forming part of the European rail network for competitive freight”. Action (3) - “To enhance cooperation between air traffic stakeholders in order to prepare a plan to implement shorter plane routes”. Action (4) - “To ensure sustainable metropolitan transport systems and mobility”. Action (5) - “To improve the regional/ local cross-border infrastructure and the access to rural areas”. Action (6) - “To develop further nodal planning for multimodality”. Action (7) - “To develop further Intelligent Traffic Systems by using environmental friendly technologies, especially in urban regions”. 6

Challenges and Conclusions Ø To narrow the gap between performance of individual countries in transport: Ø a common strategy for development of transport infrastructure is needed, so that the infrastructure works that are stalled, delayed or postponed should restart Øbetter use of intermodal transport in the region (“full modal integration”), quality and reliability of railways to improve, roads: missing links constructed and bottlenecks removed, high performing sea and river ports, including new intermodal terminals developed. Ø Logistics sector: Ø improved logistics services Ø logistics reform should be started by governments, Ø long term commitments from policymakers and private stakeholders are essential to obtain a reliable supply chain, ØTwo key features: Just-in time (JIT) and Door-to-door (DTD), both favour use of the road and air (the least energy efficient modes), ØSpecial attention to city logistics, in order to integrate urban freight operations into doorto-door services, ü advanced business model (e. g. study the resource efficient circular economy concept – incl. Reverse logistics for reuse, recycle or disposal of material or goods) ü best practice exchange, in order to learn from each other. 16
