The Development of NMHS’s Khaled M. Shuaibi Director of Meteorology Department and PR. Of Kuwait with WMO Fourth Technical Conference on Management of Meteorological and Hydrological Services in RA II 5 – 9 February 2007 Kuwait National Meteorology Center
Focus of Presentation < Background < Framework for Establishing Met. Services < Structure of NMHS’s < Achievements of Kuwait National Meteorology Centre < Conclusion Kuwait National Meteorology Center
National Meteorology and Hydrological Services (NMHS’s) The Need for Timely and Accurate Information The mission is to provide weather forecasts and warnings to insure protection of life and property and the enhancement of the national economy Kuwait National Meteorology Center
How important is the weather information to the public? . Saves lives Reduces property losses Speeds economic recovery when an emergency occurs Kuwait National Meteorology Center
The Simple Equation For providing good weather information Knowledge + Acquire information resources + Technical understanding + Accurate analysis & QC + Fast Communicating channels + Interested End Users Kuwait National Meteorology Center good weather information
The Simple Equation For providing good weather information Knowledge • Specialized Certificate • WMO Rules and Regulations • Continuous Trainings • Studies and Researches Kuwait National Meteorology Center
The Simple Equation For providing good weather information Acquire information resources • • Observation Stations Using State of Art Communication Technologies: (GTS, SADIS, Weather Radar, Satellite) Kuwait National Meteorology Center
The Simple Equation For providing good weather information Technical understanding • Specialized Information Technology • Using Programming Techniques • Powerful data base tools • Well Trained Staff Kuwait National Meteorology Center
The Simple Equation For providing good weather information Accurate analysis & QC • Applying Quality Control Systems • Using New Analysis Methods (Models) Such As: (Numerical Weather Prediction Analysis ) (Regional Climate Prediction) (Local Area Forecast System) • Well Trained Staff Kuwait National Meteorology Center
The Simple Equation For providing good weather information Fast Communicating channels • Internet Web Sites • Media • Mobile Phones (SMS, MMS) • Hot Line Communication • 24 h Recorded Messages • Satellites • Display Stations Kuwait National Meteorology Center
The Simple Equation For providing good weather information Interested End Users • Realizing End Users • Specific Needs • Improved Cooperation With End Users • Establishing closer collaboration • Essence of overcoming challenges Kuwait National Meteorology Center
National and Regional Perspective of Socio-economic benefits of weather, climate and water resources Meteorological Data Processing Kuwait National Meteorology Center
National and Regional Perspective of Socio-economic benefits of weather, climate and water resources To ensure that NMHSs respond adequately to societal challenges, o 1 -Maintenance of their infrastructure; 2 -Capacity building to ensure desirable competencies, especially in the area of accurate weather forecast 3 -Clear understanding of what partnership means, with the aim of working towards effective and productive partnership 4 -Participation in policy development and implementation at all levels; 5 -Continuous review of their capability and their method of operation in tandem with new and emerging challenges. National Meteorology Center Kuwait Meteorological Data Processing
National and Regional Perspective of Socio-economic benefits of weather, climate and water resources With regard to the 2007 Madrid Conference, NMHSs and users should make effort to attend the conference and PRs should consider how to actively encourage users from their respective countries to take part in the conference. To ensure continuous and productive dialogue between producers and users of meteorological and hydrological products, NMHSs and WMO should consider similar events at national and regional levels Meteorological Data Processing Kuwait National Meteorology Center
National and Regional Perspective of Socio-economic benefits of weather, climate and water resources Noting that there is growing recognition among the meteorological community of the importance in assessing the costs and benefits of meteorological information, WMO needs to coordinate activities and assist Members in this direction.
