The diplomatic relationships of Russia and Japan were at the stage of stagnation till 1990. And the visit of B. N. Yeltsin preceded the beginning of new phase of diplomatic relationships of USSR (later Russian Federation) and Japan.
Later the diplomatic relationships of Japan and Russian Federation were retrograding because of the same cause: unsolved problem of territorial matter of Kuril Islands. This matter was the reason of a number of problems, such as Japanese fishing boats violating the waters of Russian Federation. The diplomatic relationships of this type were making the situation unstable and unpredictable.
Really new stage of diplomatic relationships of Russian Federation and Japan began when the Prime Minister of Japan, Sinzo Abe made the state call for Russia in 2013. During the visit, the leaders of both States signed the document named «Joint Statement» . This document has all directions of the development of diplomatic relationships and further collaboration.
President Vladimir Putin visited Japan on December 15, the same year. Summit meetings were held in Nagato and Tokyo. During the summits the leaders discussed the further development of diplomatic relationships in the whole, scope of security and economy, international situation, joint economic activity in Kuril Islands and decided to solve the problem of territorial matter.
The participants of Summit decided on interchange of small and medium business enterprises, collaboration in power engineering, organization of export base on Far East, development of agriculture, infrastructure, science, industry and gain productivity, environment protection and humanitarian interchange. The years from 2016 till 2018 also will be the new stage of cultural relationships development of countries. Within the confines of Summit in December, 2016, the leaders mutually decided on holding «The Year of Japan in Russia» and «The Year of Russia in Japan» in 2018, as one of the measures of humanitarian convergence. Russian Federation and Japan signed the Intergovernmental Memorandum of Cross Year.
Due to «The Year of Japan in Russia» in 2018, there will be held on variable events in Russia in a wide range of spheres, such as policy, economy, culture, science, education, sports, municipalities’ interchange and so on. It is expected that these events will contribute to further development of Russian-Japanese diplomatic relationships.
