CJIS Broker Deadline Approaching • The DCJIS, through its new CJIS Broker technology, will be providing new services – Electronic Application for Criminal Complaint (EACC) – Motor Vehicle Automated Citation and Crash System (MACCS) • Prerequisite for these new DCJIS services is connection to the new CJIS Broker • CJIS XML to be retired no later than 12/31/2016 • Several RMS and CAD vendors (Tri. Tech, QED, Nexgen, ACISS) are already testing their new software. – IMPORTANT: Many Tri. Tech users have several version upgrades to install, and possible server upgrades, before they can install the version with the new CJIS Broker software. Motor Vehicle Automated Citation and Crash System (MACCS) • MACCS Citation Data Exchange with the Merit Rating Board – Working with the RMV/MRB Modernization Team to coordinate data exchange of citation information and broker transaction processing – Legislation passed to allow electronically generated citations, use of electronic signature by issuing officer, and no signature required by violator – Awaiting guidance from Registrar and Courts on citation format • Establishing unique alpha-numeric ID format for electronically generated citations • Changing format of printed document to 8 ½” X 11” • Printing instructions to violator specific to citation type • MACCS Issuance and Processing of Criminal Citations – Working with the AOTC and clerks from District Courts and BMC, law enforcement representatives, and RMV to ensure that all user needs are accommodated for in the technology design and data exchange specification Department of Criminal Justice Information Services Page 4

MACCS Project Recent Progress (cont. ) • MACCS Crash Pilot Test and Exchange with the Registry of Motor Vehicles – Testing data exchange with the RMV – Working with Mass. DOT and Mass. GIS to improve location data quality – Sent test records to RMV in May; minor issues were reported and are being addressed – Expect Billerica PD to be first agency to go live with MACCS by year end • MACCS Modifications Specific to Massachusetts State Police – Several meetings with MSP to facilitate additional data collection and data exchange to eliminate duplicate data entry that exists today Department of Criminal Justice Information Services Page 5

MACCS Project Next Steps • Coordinate with RMV on next steps for testing/production implementation of crash module • Finalize location services data formats with Mass. GIS and Mass. DOT • Continue discussions with MRB and AOTC regarding criminal citation workflow and data exchange • Implement application changes once we receive final citation format and language from the Registrar and Courts • Conduct end-to-end testing with MRB • Phase roll-out of citation module based on MRB’s ability to manage electronic work volume Department of Criminal Justice Information Services Page 6

Electronic Application for Criminal Complaint • Many source applications (RMS, CAD, etc. ) to be supported for data entry of criminal complaints • Initial rollout of standalone web application deployed in Boston Municipal Court and District Courts – 25 Courts currently on-line – 15, 000 cases created from new EACC web application Department of Criminal Justice Information Services Page 7

Electronic Application for Criminal Complaint • Other EACC initiatives include – RMS vendor integration activities: • Tri. Tech has developed and tested connection to the CJIS Broker and is now in the process of testing the new EACC interface to the courts. • Intergraph (BPD) has developed and tested and are in full production using the CJIS Broker and in the development phase of integrating the EACC. – Massachusetts State Police testing submission of criminal complaints from their ACISS application which is managed by the Division of Investigative services • DCJIS has made available the entry of criminal complaints through the Single Sign-on (SSO) Portal and will be fully integrated within CJIS Web to eliminate reentry of data when used in conjunction with other applications such as e-Citation and Crash reporting. Crime Guns (131 Q) • Chapter 284 of the Acts of 2014 was signed into law in August , 2014 • Section 131 Q of the statute requires police departments to “trace” all guns used in criminal acts and to report to the fusion center specific information detailed in the statute • To assist both Departments and the Fusion Center, the DCJIS implemented the Crime Gun (131 Q) application on the CJIS: – The application was rolled out on 06/13/2016 – The application is accessed through the Manage State Files section of CJIS Web Department of Criminal Justice Information Services Page 9

Medical Marijuana (MMJ) • The MMJ application was implemented on the CJIS in October of 2014 • The application was developed pursuant to business and technical specifications developed by the Department of Public Health • The MMJ database is managed and operated by the DPH • Inquiries can be made by either Subject Name or Registration Number; these are the only queries allowed by the DPH Department of Criminal Justice Information Services Page 10

Microsoft Office 365 • The Commonwealth signed a blanket contract with Microsoft for Office 365 • Municipalities, including Police Departments, may utilize this contract • Because of the likelihood that Criminal Justice Information (CJI) will be stored “in the cloud”, all of the provisions of the FBI CJIS Security Policy apply • The DCJIS has signed an MOU with Microsoft: – Allows Microsoft to market Office 365 to Massachusetts law enforcement agencies – Provides that the DCJIS will conduct the required criminal background checks on all MS employees working with Office 365 within the Government sector • The DCJIS is working to complete language which PDs will be required to insert into any contract for Office 365 products or services Department of Criminal Justice Information Services Page 11

National Instant Criminal Background Check (NICS) • The NICS is operated by the FBI’s CJIS Division • All Federal Firearms Dealers must conduct a NICS check prior to transferring a gun to a buyer • The MIRCS system automatically generates a NICS query (QNP) when a Police Department submits a firearms license application to the FRB • Agencies may make NICS inquiries at any time during the firearms licensing cycle to ascertain if the licensee has become potentially ineligible subsequent to license issue Department of Criminal Justice Information Services Page 12

National Instant Criminal Background Check (NICS) • The NICS database contains records on the following: – Subjects convicted of a felony – Fugitives from justice – Subjects who are unlawful users of, or who are addicted to any controlled substance – Subjects adjudicated as mental defectives or who have been committed to a mental institution – Subjects illegally or unlawfully in the U. S. – Subjects dishonorably discharged from the Armed Forces – Subjects who have renounced their U. S. citizenship – Subjects of court-issued restraining orders – Subjects convicted of misdemeanor crimes of domestic violence – Subjects under indictment for crimes punishable more than 1 year Department of Criminal Justice Information Services Page 13

National Instant Criminal Background Check (NICS) • Massachusetts currently has approximately 650, 000 records entered into the NICS • Massachusetts data in the NICS comes primarily from the Trial Court: – The Court periodically provides files of relevant records – Additional records are culled from the Warrant Management System, the i. CORI database, and the CJIS Disposition database Department of Criminal Justice Information Services Page 14

Out-of-State Firearms Licensing Process Changes • In an effort to streamline the process and reduce the time needed to produce out-of-state licenses, the DCJIS will be implementing changes to the way out-of-state license applications are processed • Instead of appearing at the DCJIS every year for an interview and to have fingerprints and a photo taken, licensees will now only have to come to the DCJIS once every 6 years • Out-of-state licenses will still only be valid for one year Department of Criminal Justice Information Services Page 15

Out-of-State Firearms Licensing Process Changes • Out-of-state licensees will still be required to submit an application every year – The photo and fingerprints taken during the last “in-person” application will be used for subsequent licenses – If any information on a renewal application differs from the information provided on the previous application, the applicant will be required to appear in-person at the DCJIS Department of Criminal Justice Information Services Page 16
