The Federation Council of the Federal Assembly of the Russian Federation Ø The Russian Parliament (the Federal Assembly) consists of two chambers - the Federation Council and the State Duma. Ø The Federation Council includes two representatives from each region of the Russian Federation: one from the legislative (representative) body and one from the executive body of the state authority (nowadays 178 members). 2

Information and technological support for parliamentary activities is being implemented in accordance with the document “Conception of the development of the Information Communications System (ICS) of the Federation Council till 2010” 4

The Session Hall and the Hall of Chamber Council’s meetings Ø Must provide an access to: Øelectronic documents prepared for the sittings; Øany information placed in the Intranet; Øpresentations made by the speaker during the meetings 8

2002 the Session Hall of the Federation Council Plenary sittings of the Federation Council are held in the Session Hall. Ø Provides access to the Intranet (RJ-45 LAN connector, 220 V AC power outlet) Ø MPs could connect their notebooks to the Intranet 9

2002 – 2006 the Session Hall of the Federation Council Ø Only 3 -4 members of the Federation Council used their notebooks Ø Disadvantages: A MP had to bring a notebook with him in the Session Hall; A notebook occupied a wide area at a MP’s workplace. 10

2004 – 2005 the Session Hall of the Federation Council Ø New devices came into the market and became available. First test, then buy! Few devices were tested. Some members of the Federation Council used Ø Virtual display clients (Sun Ray 150) (*); Ø Tablet PCs (Fujitsu Siemens STYLISTIC ST) (**). Tablet PCs were chosen. (*) (**) 11

2005 the Hall of the Chamber Council’s meetings Ø The Hall of the Chamber Council’s meetings was equipped with tablet PCs (31 PCs). Ø Results were positive. Many MPs gained experience of using such devices. 12

February, 2006 Ø The Commission of the Federation Council adopted a new version of the document “The development conception of the Information Communications System of the Federation Council of the Federal Assembly of the Russian Federation till 2010”. Ø In accordance with the conception of ICS one of the ICS’s development directions is: “… the development of the Information and Documents Support System of plenary sittings and meetings of the Chamber Council shall be on the basis of workstations in the Session Hall and in the Hall of the Chamber Council’s meetings…” 13
