Enabling Policy § Logistic Support, i. e. material, transport/ warehousing & heavy equipment § Labor supply § Provide expertise through third party/ies § Quality Assurance § Provide collateral (Bank Guarantee) for contractors § Liaise with local government or private owner in identifying and acquiring relocation sites
Referral Policy In case NGO/Agency is not able to fulfill all development needs: BRR will refer that NGO/Agency to other NGO/Agency to seek for resource sharing in partnership or collaboration
Partnership/Collaboration ü BRR combines its resources with the NGO/Agency to obtain appropriate site development, housing and basic micro infrastructure ü BRR takes over whole development scheme of the entire village
Coordination BRR together with the local government (at Kecamatan and Village level) coordinates the NGOs and agencies in developing Housing and Settlement programs in order to avoid overlapping and unnecessary competition among the NGOs and/or agencies
Dispute Resolution BRR takes active roles in dispute resolution between: § NGOs/Agencies vs NGOs/Agencies § NGOs/Agencies vs Local Government § NGOs/Agencies vs Community or CBOs and vise versa
Transparent Consultation NGOs/Agencies are required to consult with BRR on the following: ü Budget & Programs Variation ü Technical, Social and Logistic Issues/ Constrains ü Progress Deviation/Delay
Law Enforcement Ø Enforce BRR Guidelines Ø Enforce Building Codes Ø Enforce National Construction/ Industry Standards including National Ø Enforce National Acts/Decree/ Law relate to Spatial Planning and Development, and Environment Protection
