SWEDE 2011 Conference Design-Smart Grid Workshop Presented by Frank Daniel Oncor Electric Delivery
Deployment • Remote Control (600) and S&C Intelli. Team II (650) • Approximately 1250 switches Total • Switch types – Scada. Mate cx – Intellirupter – PMH – Vista
Deployment • Previous installations 100 -250 per year • Present installations approximately 30 – CREZ • Typical cost - $75, 000 per switch including repeaters • Normal installation is 1. 5 switches per feeder
Deployment • Capacitor controls – 3600 • Remotely monitored Fault Indicators – SEL FCI – 6 – Cooper - 3
Deployment • Organizational responsibilities – Engineering – DOTs in field handle simple task – PNC techs out of WDOC handle all other aspects • After CREZ will pick back up to around 250 units per year
Switch Specifications • Interrupting Ratings – 12. 5 k. A • Voltage Ratings – 12. 5 – 35 k. V • Continuous Current rating – 630 amps – 800 amps for short periods • Reclose Provisions – Intelli. Rupter only • Communications – L&G – S&C Speed. Net – Fiber
Mounting/Installation Requirements • Pole mounted switches – Scada. Mate – Class 5 wood pole – Intelli. Rupters - Class 3 wood pole • Padmounted switches only in selected applications • Install at highest elevations possible • East Texas taller poles for better communications
Maintenance Provisions • By-Pass switch – standard recloser type with isolation and by-pass • Intelli. Rupters offer best modular approach – Programming done in advance – Install switch and some simple commissioning • Testing • S&C software for programming and trouble shooting – no in-house software
Safety Requirements • Working line hot – Set hot line tag • Working Line dead – Visible Open required – Ground line section • Substation Integration Module (SIM) – SIM provides load information to switches – SIM takes switches out of ready for manual breaker operation, under frequency, etc
Non-AMI Communications • Communications in general is a mesh network with peer to peer communications • Back haul is cellular modems • Some sellected sites have fiber communications • All switches have local control / monitoring – Face plate – 5800 controls – Laptop via Wi. Fi - Intelli. Rupter
Non-AMI Communications • Collecting Data – Manual – Initiated for trouble shooting and reports – Data includes • • Loads Switch operations Automatic operations Status of switch – S&C software is used to connect to switches
Advanced Metering Initiative § More than 1. 5 M total meters installed through December 2010 § Industry-first, customer information portal launched in 2010 – www. smartmetertexas. com § Began In-Home Monitor pilot program to 500 customers § Cooperating with Texas Retail Electric Providers by interoperability testing HAN devices for their rollouts
AMS Communication Networks Home Area Network In-Home Display AMI Integration Smart Appliances • Evaluating two-way capacitor controls and FCIs RF Mesh Network • AMI communications layered 900 MHz Backhaul Network – Takeout point – Routing – Meter (quazi routing) Satellite, microwave, cellular, fiber, and wide area network • Problems Repeaters/Routers § Mounted on utility poles and street lights § Approximately 36 per collector § Approximately 9, 000 § § Collectors Mounted on 70 ft. concrete poles Four antennas on the top, and a control panel and backhaul communication box at the base Normally located in substations, within substation fence Approximately 250 Back Office – Separate takeout point required § – Command Center for DA § • DA communications has priority over metering § § Advanced Meters Installed in residential and commercial premises Meter-to-meter communication Approximately 378 per repeater/router Approximately 3. 4 million IT Systems
Integration with OMS Future • Meters to provide last Gasp after outage – Transformer – Fused lateral – Switching device • Switches will provide sectionalization for faults • Switches and meters will provide load and voltage information • Planning will use info from switches to verify loads
Budgeting / Cost Recovery • Cost recovery at present is imbedded in rates • Budgeting is based on available funds and formula applied to each request • All installations have a separate code for tracking purposes
