Charter (art 6) Charter is the constituent document of the state enterprise which contains: vtype of the enterprise its name, data of the constitutor and state body, location of the enterprise, subject and purposes of its activity, power of the head, an operating mode, order of property formation of the enterprise and distribution of its income, condition of reorganization and termination of the enterprise activity. vmutual relations between the enterprise and the constitutor, the enterprise and state body, administration of the enterprise and its labor collective. vother positions which do not contradict the RK legislation. 7
Property(art 10) u u u Property of the enterprise contains the basic funds and turnover means, values the cost of which is reflected in independent balance of the enterprise. Property of the state enterprise is indivisible and cannot be distributed between employees of the enterprise. The property of the state enterprise is formed on the basis of: 1) The property transferred to it by the proprietor; 2) Property (including monetary incomes), got as a result of own activity; 3) Other sources which are not forbidden by the legislation. 8
Property u The state enterprises have no right to sell and conclude transaction of donation concerning the property fixed on the right of economic conducting or operative management, concerning the basic means, and also actions belonging to them. 9
Economic conducting state enterprises (art 18) 1)Development, manufacture, repairment, realization of weapon and ammunition, protective means, military techniques, parts to it, completing elements and device to it; liquidation (destruction, recycling, burial); 2) Extraction, manufacture, transportation, processing, a burial, of uranium and other nuclear materials, and products from them; manufacturing and realization of production containing radioactive substances in quantities, exceeding the norm allowable for their use without necessity of application of special means of protection; 3) Manufacturing and realization of medicines, medical products and medical device, the medical equipment and instruments; 10
Economic conducting state enterprises (art 18) 5) Realization of heating-water and energetic supplies, the line transport, communication, municipal and housing service and other lifesupport systems of republican and local infrastructures which by virtue of the natural monopoly position and socially - the economic importance demand the direct government management and control; 6) Banking and, insurance spheres, as well as other financial activity of the RK; 11
