Characteristics of Subarea • Subarea is ~ 67, 700 acres/105 sq. miles – The Urban area (Cities and UGAs) is 3, 525 acres, which is only 5% of Subarea • Total population is ~ 10, 200 – City pop. – Toledo 690, Vader 625, & Winlock 1, 360 – Urban pop. 3, 000 (30%) – Rural pop. 7, 200 (70%) • Subarea has 14% of the County’s population but only 7% of the County’s employment (2, 600 jobs) South Lewis County Open House July 14, 2010

Regional Utilities Status Quo • Toledo, Winlock, and Vader are providers for their cities and urban growth area boundaries. • Cowlitz Indian Tribal Housing (CITH) provides their residents with potable water, and wastewater treatment on site. • County is responsible to supply water and treat wastewater for the airport. Regional Utilities Options • Cities, County, and CITH can “regionalize” or join water and/or sewer services in some fashion to collectively meet future subarea needs. • Cities, County, and CITH can continue to independently plan to improve services to meet future subarea needs. Regional Utilities Study Conclusions • Regional option for sewer appears to be the most effective approach for serving subarea. • A regional water utility could be formed to: – Own and operate some facilities; or – Operate a distribution system; or – Assume jurisdiction of all systems to serve subarea. Regional Utilities Workshop Conclusions County Commissioners, Toledo, Vader, and Winlock mayors, and CITH held workshops to discuss regional mission and governance issues and concluded planning should proceed to: • Develop a regional utility plan that could unlock development potential in unincorporated areas to benefit the Subarea; and • Regional utility would be a full service retail distributor and provider for water and sewer.
