European Certification - Why? • Product certification states compliance with defined standards: • All products produced of same type fulfil the requirements in standard(s). PASSED TEST 7

European Certification - How ? 3 rd party testing, inspection/ surveillance • Initial type testing to EN 12975 or 12976 – Test sample picked by inspector from production line or stock • Initial inspection/approval of manufacturing Quality Management System (QMS) – ISO 9000 level required • Annual inspection of QMS • Bi-annual detailed product inspection 8

Accreditation bodies accredit certification bodies, inspectors and test labs Test labs test products Certification bodies certify conformity and issue licences (using test labs & inspectors) Inspectors inspect production lines Certificate / Licence allows the manufacturer to mark his products (includes data sheet) Manufacturers produce and mark products Products Users - buy and use quality products 9

European Certification - Why? • Why CEN Keymark certification? – The certification scheme existed (although it was quite new) – CEN has a good name/brand especially when promoting the certification scheme towards the national authorities 10

European Certification - How ? Indicative certification costs to obtain and retain the Solar Keymark • Initial costs to obtain the Solar Keymark (cost per product): – Testing, initial factory inspection and certification: 6 000 - 12 000 € • Annual costs to retain the Solar Keymark: – Annual factory inspection, bi-annual product inspection and certification: 2 000 -3 000 €/year – Testing and certification of more products significantly reduce the cost per product. 12
