SPD included priorities and strategy endorsed by structural funds and by sources of member states, their specific objectives, grants from structural funds and others financial resources. Ministry of Construction and Regional Development (for the objective 2) and Ministry of Labor, Social Affairs and Family of the SR (for the objective 3) was responsible for building-up and observance SPD period – 2004 - 2006
