1) IHM Preparation for New Building Ships “The Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009” Adopted May 2009 Inventory of Hazardous Materials (IHM) is requested. Shipbuilders shall collect Materials Declaration (MD) and Supplier’s Declaration of Conformity (SDo. C) from the products’ suppliers and prepare the IHM MD+SDo. C 3

3) Trials of IHM Preparation The Shipbuilders’ Association of Japan (SAJ) conducted trials for IHM preparation two times. 3 -1) First Trial of IHM Preparation First trial: from Oct. 2007 to Feb. 2008 IHM of 3 vessels according to the draft of Guidelines <Trial results of IHM Preparation> ・Acquisition of MD ⇒ 75 to 85% ・Description of MD & SDo. C ⇒ Not correct ・Made comments on the guidelines to the Japan National Committee of Ship Recycling. ・We, shipbuilders, found necessity to develop software to compile a great number of MDs and prepare the IHM. 5
3 -2) Prime. Ship-INVENTORY Nippon Kaiji Kyokai (Class. NK) also practiced trial development of IHM for new building ships and trial surveys, and issues as below were found. ・Cooperation through Maritime Supply Chain is essential. ・Interpretation of Guidelines for developing IHM, MD & SDo. C is also needed. ・Standardization of forms of MD & SDo. C is needed. Then, “Prime. Ship-INVENTORY” has been developed for preparation and approval of IHM of new building ships efficiently using by e-Format concept. And Class. NK offered everybody to use the “Prime. Ship-INVENTORY” without fee. 6
3 -2) Concept of Prime. Ship-INVENTORY Supplier Shipbuilder Ø Create Material Declaration (MD) Data file by “MD Tool” [Excel-based] Ø Create Supplier’s Declaration of Conformity(SDo. C) file [pdf] Send MD & SDo. C by Email Prime. Ship-INVENTORY Ø Import MD & SDo. C files Ø Set Locations for the MD data containing Hazardous Materials Ø IHM is prepared Automatically Easier! IHM MD SDo. C Export the data for Class. NK Approval / Owner 7
3 -3) Second Trial of IHM Preparation Second trial: from Jan. 2009 to Dec. 2009 IHM of 10 vessels using Prime. Ship-INVENTORY <Trial results of IHM Preparation> ・Acquisition of MD ⇒ 80 to 99% ・Description of MD & SDo. C ⇒ Still not correct ・Correction and collection of MD & SDo. C ⇒ Long time Lessons learned from the trials; ・MD should be correctly described. ・Unified format of MD is required for accuracy and time-saving. 8
4) IHM Preparation from now on At the earliest, the Convention may enter into force in 2012. Convention 24 months Ratify and fulfill the conditions for entry into force Guidelines MEPC 59 60 61 62 GL for the development of IHM adopted IHM for New building ships Existing ships according to the Convention Entry into force Definition of new ships: -Building contract after the entry into force -Delivery later than 30 months after the entry into force By the method for new ships Certification IHM for Existing ships Prepare IHM by the method for new ships or by the method for existing ships To obtain Statement of Fact (SOF) SOF to Certification New building ships before entry into force ⇒ Treated as existing ships The SAJ will enhance the usage of unified format of MD. 9
