EXFC Points of Emphasis: q As of October 1, 2009, virtually all 3 -Digit SCF’s are included in EXFC q Specific 3 -Digit, and in limited cases 5 -Digit, exclusions were already submitted to PRC 5
Hybrid Measurement: q Will take effect with the implementation of the Intelligent Mail – Release 2 Ø First Class (Pre-sort) Ø Standard Ø Periodicals q Supplements mail scans from internal Intelligent Mail® system with externally collected data 6
Hybrid Measurement Approach Acceptance Origin Processing Transport to Destination Processing Visible through Intelligent Mail, up to final MPE Operation Code or other scan event q Transport to Delivery Unit Processing Delivery Factor External Measurement Ø External Reporters will scan live mail Ø Contractor will calculate last mile service performance factor for each mail class Delivery External Stop-the-Clock External reporters scan IMB on mail at delivery Ø Factor combined with IM data to form end-to-end measurement 7
First Class Pre-Sort and Standard Interim Approach q Uses “first processing scan” at point of entry as a proxy for Start-the-Clock q Processing scan on USPS automated equipment clearly demonstrates the mailing has been entered into USPS Network q As Mailers/USPS demonstrate capability, we will transition to container scans at entry 8
Periodicals Interim Approach q Use two external systems - Ø Red Tag and Del. Trak Start-the-Clock FAST appointment and container scans Stop-the-Clock Delivery date reported by each system’s monitors q Measurement reported by external provider Ø Statistical validity only at Area level q Once IMB adoption is sufficient, measurement process similar to commercial letters and flats 9
Internal Measurement: q Applies to: Ø Package Services Ø Special Services q Package Services rely upon Delivery Confirmation data (Retail and BMC Bulk Entry) q Special Services cover a broad range of products with distinctly different data 10
Further enhancements: q Testing saturation flat mail measurement Ø “Home Depot” method Ø Start the clock: saturation mail barcode scanned “arrival at unit” Ø Stop the clock: saturation mail barcode scanned when delivered q Developing remittance mail analytics Ø Supplements EXFC diagnostic data Ø Uses sort plan data from postal processing equipment 11
