School Violence n West Paducah, Kentucky 12 -1 -97 n Heath High School n Michael Carneal - 14 n Killed three and wounded five. n Motive: Vengeance against ex-girlfriend for breaking up and fellow students for picking on him. n
School Violence n Jonesboro, Arkansas 3 -24 -98 n Westside Middle School n Mitchell Johnson -13 / Andrew Golden -11 n Concealed in wooded area near school killed four students, a teacher and wounded 10. n Motive: Vengeance against wounded student who was an ex-girlfriend of Mitchell. Work Place Violence n Pelman, Alabama n n n 8 -5 -99 Allen Miller - 34 Killed three co-workers n Atlanta, Georgia n n n 7 -29 -99 Mark Barton - 44 Killed nine and wounded 13 after bludgeoning his wife and two children to death
Additional Violence n Fort Worth, Texas n n 9 -15 -99 Wedgwood Baptist Church Larry Ashbrook - 47 Gunman opened fire killing eight and wounding many more before killing himself n Los Angeles, California n n n 8 -10 -99 Jewish Community Day Care Center Buford Furrow - 37 Wounded three children, a teenager and a 68 year old female. Later shot and killed a postal worker.
Rapid Deployment for Active Shooter n Glendale PD (CA) Detective’s Lazzareto and Frank responded to a commercial building to investigate the attempted murder of Mischell Bowen (suspects common-law wife). n Suspect: Israel Gonzales
Situation n n Suspect is secreted in an elevated position and armed with a 9 mm pistol. Detective Lazzaretto is struck in the head.
Rescue Attempts Officers exit the kill zone and set-up containment in the office area of the building. n SWAT is notified and enroute. Officers have previously attempted a rescue n Officers determine a second rescue attempt must be made, prior to the arrival of SWAT personnel in an effort to save the life of Detective Lazzaretto. n
Rapid Deployment Defined n The swift and immediate deployment of law enforcement resources to on-going , life threatening situations where delayed deployment could otherwise result in death or great bodily injury to innocent persons.
Utilized n AGGRESSIVE DEADLY BEHAVIOR n Suspect(s) actively engaged in causing death or great bodily harm. n e. g. , “Active Shooter, ” edged weapon assaults, explosives, etc. n The incident location is believed to contain multiple victims. n e. g. , schools, parks, playgrounds, sporting events, day care, high-rise structures etc.
Critical Elements n Active shooter response has been described as a “No-Win” situation. The overall objective is to save as many lives as possible, as quickly as possible. n Patrol Officers must be able and willing to deploy on an active shooter without the usual “Contain and wait for SWAT”. n The first 30 -60 minutes are critical. n
Team Organization n Minimum - (4) Officers 1. Team Leader / Senior Officer n Delegates team member responsibilities. n Formulates and implements plan. n Controls the movement of the team. 2. Designated Cover Officer (Point) n Armed with Patrol Carbine / Shotgun. 3. Contact / Rescue Officers
Team’s Mission n Priority is to make CONTACT with the suspect(s). n Stop deadly behavior n Move with 360 degree coverage (point, flanks, rear). n Limit movement of suspect(s) n Prevent escape n Continue past victim(s) n Continue past explosives n Communicate progress to other responders.
Expectations n Noise, confusion, alarms, n Victims screaming, hiding, confused and frightened - not responding to law enforcement directions. n Carnage with multiple victims. Fire and sprinkler operations. n
NIU Shooting On Feb. 14, 2008, a former NIU student, Steven Kazmierczak, entered Cole Hall auditorium and fatally shot five students in a geology class before killing himself. n NIU Chief Donald Grady and his officers are credited with saving many lives by their swift actions. n Within 20 minutes NIU was warning students to stay away King Commons area n
Lessons Learned from Virginia Tech n Got better at NIU n Colleges today have plans, warning systems in place n I have participated in several exercises at my local college n
