Regulatory Activities • SDR Forum prepared White Paper on SDR commercialization roadmap for FCC, SDR Forum delegation presented recommendations to FCC Commissioners and Chairman in Washington DC, 11/99. • FCC Notice of Inquiry (NOI) on SDR released 3/17/2000, accompanied by joint FCC/ SDR Forum press conference. • “Through this inquiry, we seek input to help evaluate the current state of SDR technology, and to determine what changes to the Commission’s rules are necessary to facilitate deployment of this technology”. • In addition to FCC, active participation in SDR Forum from European, and Asian regulators. • FCC will also support SDR Forum in definition and implementation of commercial SDR experimental testbeds. SDR Regulatory Issues • SDR requires equipment authorization agencies to certify combinations of hardware and software for compliance with relevant rules. • Such authorization can be carried out using same approach as used in today’s hardware testing, so long as software can be “sealed” to prevent tampering during the download process. • Approved hardware would then check “seal” to verify its authenticity before installing the software and allowing it to reconfigure any of the hardware elements in the user’s device. • Electronic encryption techniques already being assessed (i. e. by MEx. E) for mobile e-commerce transactions and other secure mobile services are expected to be robust enough to provide the necessary security. MEx. E Presentation: 29 March 2000, London, UK 19
