Exercise Overview SAHARAN EXPRESS is a multi-phased exercise composed of two primary phases: (1) In-port multi-lateral Table Top Exercise (TTX), focused primarily MOC to MOC interoperability and exercising the signed agreements in the region. (2) Underway events driven by a complex scenario that supports Maritime Domain Awareness (MDA) and the Automated Identification System (AIS) including interaction between forces afloat and a multiple Maritime Operations Center (MOC) ashore and afloat. (3) Intention of NAVAF will be to plan and mentor. Exercise Goals Exercise and Access: • U. S. , African, and other participating nations’ naval forces ability to mitigate seaborne threats and secure territorial waters in the sea lines of communications (SLOC) between Senegal, Cabo Verde, and Mauritania, and Maritime Exclusive Zone G (EEZ G) • Regional Maritime Operations Center (MOC) to MOC interoperability • Theater Maritime Domain Awareness (MDA) capability • Application of Rule of Law and effective employment of legal advisors in Maritime Operations • MOC to tactical unit interoperability • Tactical Maritime Interdiction Operations (MIO) 6
