Learning Objective Action: Review the Process of Enlisted Distribution and Assignments (EDAS) Condition: Mid-grade HR Leaders in a classroom environment working individually and as a member of a small group, using doctrinal and administrative publications, practical exercises, case studies, personal experience, handouts, discussion and an awareness of the Operational Environment (OE) variables and actors. Standard: Application includes: 1. Identification of the basic terms and components of the enlisted classification system and define personnel utilization objectives and priorities. 2. Defining the basic principles of enlisted personnel distribution. 3. Defining the basic goals and principles of enlisted personnel assignments. 4. Performing Enlisted Distribution and Assignments (EDAS) functions. 3
PMOS Guidelines ü SSG Promotable and above: • Commander, Human Resources Command (HRC) – Controls SSG (P) and above reclassifications, regardless of MOS ü SSG (non-promotable) and below: • Commander, Training and Doctrine Command (TRADOC) – Approval is further delegated to commanders of Training Activities (installations) and Commandants of Army Service Schools • Commanders of Army Commands (ACOM), Army Service Component (ASCC) and Direct Reporting Units (DRU) – Approval is further delegated to commanders of FORSCOM installations • 4
SMOS Guidelines Ø SMOS or AMOS provides an alternative specialty for assignment when Soldiers cannot be utilized in their PMOS or CPMOS Ø Soldiers will not be awarded a SMOS or AMOS that progresses to their PMOS at the rank of Sergeant First Class (SFC) or below Ø HRC is the approval authority for award of SMOS to Soldiers with PMOS 00 Z and within CMFs 18 and 42, or MOS 21 D, 31 D, 21 P, 79 R, 79 S, 79 T, 89 D, 92 R, and 97 B Ø For other MOSs, commands with reclassification approval authority may award a SMOS or AMOS when it is determined that the Soldier meets the MOS eligibility requirements, which include successful completion of MOS training Ø Award of SMOS and AMOS will be done without a RCN and will cite AR 614200, paragraph 3 -19(h)(4) as authority on the orders 5
Personnel Utilization Objectives Ø Ensure efficient use of Soldiers in accomplishing Army mission Ø Place Soldier in positions appropriate to their PMOS, SMOS, or AMOS Ø Provide policies that strengthen and broaden MOS qualifications Ø Prepare Soldiers for career progression, greater responsibility, and diversity of assignment 6

EDAS Ø The Enlisted Distribution and Assignment System (EDAS) is a real time, interactive automated system used to distribute and assign the enlisted force Ø Issues assignment instructions via automated data transmission (ADTRANS) that arrives in the field as e. MILPO output Ø Provides EPMD and field users authorizations and assigned/projected strengths by MOS, Grade, SQI, ASI, and Language Ø Provides enlisted strength management information to field commands Ø Provides interactive update capability to post information directly to the TAPDB for authorized users, including field users, to delete or defer Soldiers and also to create requisitions 8
Enlisted Distribution Target Model (EDTM) The Target Model can also be used to simulate or explore: …alternative manning strategies, the impact of inventory changes, while accounting for the effects of Stabilizing Deployed Units. Requisition Process Ø Monthly process Ø Allocation limited to share of available inventory, as determined by the EDTM Ø Allocated via EDAS at four-character MOSC Ø Requisitioning activities expand allocations to nine-character MOSC Ø Lead times subject to change based on priorities Ø Once approved, requisitions are released via EDAS to HRC Career Management Branches for nominations 10
Requisition Validation Tool New process/system to produce and validate requisitions - Authorizations/priorities - Current strength The projected - Known gains and losses strength is compared to the DMSL’s target Open Requisitions at MOS & grade level. Enlisted Assignment Goals Ø Primary goal: Satisfy the personnel requirements Ø Secondary goals: Professionally develop Soldiers Maximize dwell time Meet Soldiers’ personal desires PERSONNEL REASSIGNMENT PROCESS -Placing the right Soldier in the right job at the right time is the goal of the enlisted personnel assignment system. 14
Assignment Selection Criteria Ø Primary considerations in reassigning Soldiers – ü Current qualifications and ability to fill a valid requirement Ø Other factors include – ü Soldier availability ü Voluntary reassignment ü CONUS/OCONUS tour completion ü Completion of School/Training ü Completion of Stabilization 15
Assignment Preferences Ø CONUS and OCONUS Areas of Preference are considered; however, assignments are made to fulfill Army requirements Ø Choose installations or geographic areas where PMOS, SQI, and ASI are required Ø Detailed Recruiter Assignment Preference Program (DRAPP) – Ø Must submit three assignment preferences; two CONUS locations from a Divisional Installation listing and one CONUS location from a more expanded listing Ø Must complete their tour of duty as Detailed Recruiters Ø Preferences must be updated through the Assignment Satisfaction Key (ASK) no less than 18 months prior to projected release date from Detailed Recruiter duty Ø Drill Sergeant Assignment Preference Program (DSAPP) – Ø Must submit three assignment preferences; in any combination of CONUS or OCONUS locations Ø Must complete their tour of duty as a Drill Sergeant Ø Preferences must be updated through the Assignment Satisfaction Key (ASK) no less than 18 months prior to projected duty release date from Drill Sergeant duty 16
Career Management Individual File (CMIF) Ø Maintained by Career Management Branches at HRC for grades SSG through SGM; maybe maintained for SGT and below depending on MOS Ø Files are separate and distinct from the Official Military Personnel File (OMPF) Ø HRC uses the CMIF to make career management decisions and contains the following information: ü ERB and most recent copy of OMPF ü Copy of enlisted evaluations and academic reports ü Copy of relief for cause actions (DS, Recruiters, and Career Counselors) ü Copy of most recent assignment instructions ü Copy of pending applications, requests, and other personnel actions relating to individual personnel management and administration ü DA Photograph (SSG through SGM) 17
Assignment Eligibility and Availability (AEA) Codes Ø Minimum TOS requirement in CONUS is 48 months. Some exceptions apply: ü Reassignment to OCONUS ü Reassignment of first-term Soldiers ü Reassignment for compassionate reasons ü To fill a higher-priority assignment Ø AEA codes are used to identify Soldier’s eligibility and availability for reassignment Ø AEA transactions are submitted through e. MILPO Ø Stabilization actions approved by HRC; HRC-processed AEA codes will have precedence over field processed AEA codes Ø Currently there are 35 approved AEA codes 18
Assignment Instructions (AI) Ø EDAS cycles are transmitted on a weekly basis to the losing command’s BDE/BN or MPD Ø Reassignment processing functions must be completed within 30 days of the EDAS cycle transmittal Ø Losing command actions are pivotal for timely verification of Soldier eligibility Ø Initiation of Deletion/Deferment requests Ø Reassignment Briefing/Orders Issued 19

Optional Assignments Ø Soldiers must volunteer for optional assignments Ø Must be highly motivated to complete required training and successfully perform the duties Ø Stringent screening processes exist and only fully qualified Soldiers are accepted for duty in the following optional assignments – üAirborne, Ranger, Special Forces positions üUnited States Army Parachute Team (The Golden Knights) üUnited States Army Marksmanship Unit üCivil Affairs positions üPsychological operations positions 21
Soldier-Initiated Assignments Ø Exchange Assignments Ø Assignment of sole surviving son or daughter Ø Compassionate Actions Ø Married Army Couples Program (MACP) Ø Permissive Assignments Ø Stabilization for Soldiers with High School Seniors 22
Exchange Assignments Ø For mutual convenience, Soldiers may request to exchange assignments Ø Both Soldiers must agree and be of the same grade, MOS, and be similarly qualified Ø CONUS to CONUS or OCONUS within the same OCONUS command Ø Must serve 12 months at current station and have at least 12 months time remaining in service upon arrival at gaining unit Ø Soldiers will incur all costs; travel time is charged as ordinary leave Ø Soldiers in receipt of AIs or in a deployed status are not eligible 23
Sole Surviving Son/Daughter Ø Only remaining son/daughter when father, mother, or one or more sons or daughters, served in the Armed Forces of the United States and because of hazards with such military service: ü Died as a result of wounds, accident, or disease ü Is in a captured or MIA status ü Is permanently 100% physically or mentally disabled ü Was killed Ø Upon request for non-combat duty by the Soldier or Soldier’s immediate family, may not be assigned to duty normally involving actual combat or where they may be subjected to hostile fire Ø Soldier may waive entitlement to the assignment limitation; if waived, may request reinstatement of the status at any time 24
Compassionate Actions Ø Requests from Soldiers when personal problems exist Ø Temporary family problems that can be resolved in one year Ø Extreme family problems that cannot be resolved in a year Ø Can be reassigned, deleted or deferred from AI, or attached as a result of an approved compassionate Ø Soldiers are not authorized to submit more than one request for reconsideration for the same or similar extreme family problem 25
Married Army Couples Program Ø Joint assignment to establish common household Joint Domicile (JD) Ø Enrollment into MACP guarantees JD assignment consideration; does not guarantee that the couple will be assigned together Ø Consideration is continuous as long as the couple remains enrolled Ø Assignments may be within 50 -mile radius or one hour driving time of each other 26
Permissive Assignments Ø Another means to establish joint domicile Ø CONUS to CONUS/OCONUS to OCONUS (long tour and in the same theater) Ø Valid requirement must exist at gaining location for Soldier’s grade and MOS Ø Served 12 but less than 24 months on station; cannot be waived Ø A no cost move to government; travel time is charged as ordinary leave Ø Must have at least 12 months service remaining 27
Stabilization for Soldiers with High School Seniors Ø Intent of program is to provide stability for family members in their junior and senior years of high school Ø Provisions of this program apply to RA Soldiers only Ø Requests must be submitted no earlier than March of the student’s sophomore year and not later than the start of the student’s junior school year Ø HRC is approval/disapproval authority 28
