History of the SA retrieval scheme AVCASA initiated national survey in 1994 Estimated 400 tonnes of products! Did brief cost analysis - ZAR 4 million Presented National Department of Agriculture (NDA) with the facts NDA decided to put out tenders! Tenders were postponed three times! End of 1996 no progress! 3
Initiatives taken by the PWG and AVCASA PWG wrote to Agriculture Ministry on 5 January 1998 Insisted on action to be taken immediately Recommended appointing AVCASA as principal for retrieval scheme Recommended scrapping tender process AVCASA and PWG reviewed all existing tenders Selected two feasible options Calculated costs of total operation Offered NDA a R 8 million scheme based on 800 tonnes 4
Actions implemented NDA appointed AVCASA to manage scheme NDA pledged R 8. 5 million to scheme Contracts drawn up between NDA and AVCASA employed project manager AVCASA approached RECHEM, Waste Tech and transport companies for quotes AVCASA and PWG planned strategy PWG implemented information campaign 5
Project initiated in April 1998 1 st phase Total audit of stocks ~ 850 tonnes 65 Primary & 5 main collection centres established RECHEM and Waste Tech awarded contracts PWG implemented 24 hr information service 2 nd phase Individuals and institutions delivered stocks to primary collection centres Large volume stocks collected - PWG & AVCASA Strict records and audit sheets maintained Stocks sorted into chemical classes at primary centres 6
3 rd phase Stocks moved to main collection centres Unknown products analysed Chemical classes grouped together UN, SA and UK certification acquired Final phase 760 Tonnes shipped to Rechem for incineration Rest (300 tonnes) accommodated locally in landfill, ash blend, lime treatment & concrete bunkering 7
Problems SA currency depreciated dramatically! Arsenic - no solution to the problem! Solutions to problems NDA granted R 3 million more GTZ granted R 300, 000 (used for Namibia) Arsenic kept sealed and in bond Negotiations with various institutions to recycle arsenic 8
Obsolete and unwanted pesticides and empty container strategy Joint AVCASA and PWG venture Hoping to establish ~15 national centres Retrieve remaining stocks ~50 tonnes (PWG survey underway) Create ‘buy only as you need’ culture Create ‘FIFO’ culture Assist with cycling of unwanted pesticide stocks Get buy in from all stake holders Public awareness campaign 9
