Procurement Status - MESA SADC Grant Contract • Introduction Tender #1 – Receiving Stations Infrastructure support including upgrade, maintenance and repair of (AMESD Fire Stations) receiving stations, supply of new stations to regional universities • 18 Existing fire stations to be upgraded • 15 New fire stations to be installed at regional universities, BDMS & SADC-CSC Tender #2 – Co-Beneficiary Hardware Supply and delivery of MESA SADC Co-beneficiary hardware • 5 High specification laptops (3 for CSIR and 2 for Po. N) • 9 Medium specification laptops (3 for BCA and 6 for UZ) • 1 Flood service development server (for UZ) • 1 Fire service development server (for CSIR) NB Drought service development server (for ARC) was procured outside of this tender due to the need for derogation Tender #3 – 2 TB Disks 2 TB disks to be distributed to national focal points and capacity building partners • 75 Disks ordered (includes spares)

Challenges, impact of these challenges and proposed solutions Challenge #1 – Late delivery of MESA Stations Impact ü Our Flood Service relies on this system for product visualization. Late delivery means our Flood service users will only get receiving stations at end of project Proposed Solutions ü We have procured 8 extra complete antennas, institutions mandated to do flood monitoring in flood prone countries may converted a standard computer into a receiving station and benefit from these extra antennas ü e. Station 2 Standalone application (once available) will be made available to users to install in a Windows computer to function as a Flood data viewer
Challenges, impact of these challenges and proposed solutions Challenge #2 – Power shortages Impact ü Receiving stations need to remain online at all times to avoid missing data. Frequent power outages lead to equipment damage and data gaps Proposed Solutions ü For university stations, we have procured a powerful UPS and extra battery compartment, and reduced number of computers to 1. This will ensure extra runtime ü A consultant (managed by AUC) will visit countries to assess the power situation and propose solutions ü For old fire stations, we are piloting an inverter/battery solution. If successful the equipment will be procured and rolled out to fire station beneficiaries
Challenges, impact of these challenges and proposed solutions Challenge #3 – Limited knowledge of Linux operating system Impact ü All receiving stations will be running on Linux, limited knowledge of the operating system in the beneficiary institutions is a issue when the system needs troubleshooting Proposed Solutions ü An automated monitoring script has been installed in all receiving stations linked to the internet. Daily report are be sent to BDMS FTP server automatically for central monitoring/troubleshooting ü A comprehensive Linux training has been foreseen under the Training Contract (ITC consortium)
