The cost and duration of profiling depends on many factors: • The duration of the exercise • Size and type of settlements • Staff costs • Training costs • Implementation costs (transport, computers and communication devices, printing materials) • Reporting and dissemination costs • Updating costs

Defining the Data Collection Methodology The data collection methodology will depend on the following: • Available resources (financial and human) • Level of detail required • Accessibility of the identified location • Time availability • Geographical spread • IDP Perceptions and sensitivities • Resources and updating requirements

Initial Considerations A number of specific questions should be considered answered prior to launching a profiling: • Which forum/actor will be leading the profiling exercise? • What will be the modality of implementation and who will implement the exercise? • Who owns the data once available? • What is the data dissemination plan? • What are the data confidentiality requirements? • Who will fund the profiling exercise?

Coordination • IDP Profiling should be a collective undertaking, often driven by the Protection or CCCM Cluster, endorsed by the UNCT and RC/HC • Inter-cluster buy in and support is highly encouraged for wider endorsement of results • Role of government authorities to be clearly defined, including involvement of National Statistics Bureau • Allocation of responsibilities within project to ensure ownership • Coordination important from planning phase/ implementation/ analysis/ reporting to disseminating the report/ outreaching the results

Data Management • You will need to agree on which agencies will receive a final spss format data-set within your cluster. • What are the data confidentiality requirements? • What is the data analysis plan? • Operation will need the capacity to operate and maintain a network, database and equipment.

Mobile Data Collection • Traditional data collection used paper forms, which are transformed into digital data through several steps. • With adequate planning, testing, equipment, power supply and technical support collecting information using mobile devices can speed up the process. It can also add complexity. • Moving from paper to mobile collection devices means you have to manage software and hardware and be prepared if there is equipment failure.

Control in Mobile Data Collection Ensure protection from: – Unauthorized sharing of data – Loosing devices to theft – Loosing of already entered records Measures: – Interviewers sign confidentiality agreements – Standard Operating Procedures in releasing devices – SOPs in using and transferring and backing up data from devices to server (operationalize) on a daily basis. – Extra batteries, chargers and memory cards available for teams – Paper forms available and requisite entry system established in case mobile data collection systems fail – From theft/ loss: Interviewer keeps the phone “tied” to clothing. – From the elements: Buy rugged phones, or keep phones protected from water in plastic bags.

Implementation Costs • Logistics: vehicles, fuel, cell phones/ radio handsets, batteries, chargers, generator costs • Mobile devices, chargers, batteries • Development of mobile applications, required network and database • Printed forms and data entry system • Secure storage space for hardware and collected data • Computers, back up system, internet access, printers, scanners • Ancilliary staff costs: drivers, admin support, finance support, data management staff
