4 -H Common Measures • Core outcomes and indicators • National effort • Data for the 4 -H story
State Reports to NIFA • Purpose – Proper stewardship of capacity funds – Tell the LGU capacity fund “story” • Where data goes – USDA Secretary, budget justification process, Congress, White House • How data is used – Demonstrate importance/impact of capacity funds (financial reports, outcome/impact stories, blogs, press releases, website, guidance document, etc. )
Situation • Reporting systems don’t connect. • Data is varied. • Data is not representative of national efforts or impacts.
Solution • Long Term: Connect the reporting systems • Short and Medium Term: Develop consistency in reports and data

Entering 4 -H CMs in the POW • Included in the “State Defined Outcome Measure” section. • Entering a 4 H CM in the POW means you are saying you PLAN to collect data in support of that measure; you will actually report the data later in the Annual Report.

Example using a 4 -H CM • “Make Positive Choices” from the “outcome column of the 4 -H CM list • Expressed as a percentage or number in the “State Defined Outcome Measure” section of the POW – “Number of youth who make positive choices. ” – “Percentage of youth who make positive choices. ”

Entering 4 -H CMs in the Annual Report (AR) • Included in the “State Defined Outcome Measures” section. • This is where the actual number/percentage gets reported for the measure • Also an opportunity to tell the qualitative story – issue, what was done, results

Let’s work with an example… • 4 -H CM Outcome: Make positive choices (from the “outcome” column) • In the “state defined outcome measure” of the AR, express as “number of youth who” or “percentage of youth who” “make positive choices” – This text is what you should enter when adding in a new outcome measure in the POW or AR
When you click on one of the measures listed in your list, this is the screen you will get. You can then enter the actual percentage or number and describe what the issue was, what has been done about it, and what the results were (also try to weave your quantitative results into that part). Qualitative Description • Issue (Who cares and Why): In order for youth to be prepared for work and life, youth need to demonstrate responsibility, critical thinking and problem solving skills through informed decision making; demonstrate flexibility and adaptability through decision making; and set goals and determine steps to reach them. (Selected from the “indicator” column of 4 -H Common Measures that corresponds to the outcome selected above. Additionally, insert any state data or statistics related to these indicators. This may include data related to lack of college readiness or indecision of career or life goals. ) • What has been done: (Indicate the number of youth that were surveyed using 4 -H Common Measures, the ages of those youth, and how the survey was implemented. ) • Results: Youth have demonstrated their ability to make positive choices by indicating that they can: (Using percentages, select from the “item” column of 4 H Common Measures that correspond with the outcome selected above. )
