Report from Knowledge Management Group 8 th December, 2016
Presentations We had two presentations 1. The first presentation focuses on the IGAD initiative on knowledge management across the member countries: IGAD representative (Jemal) ◦ IGAD major success on the knowledge management Harmonized M&E Process which will expect to create a common on monitoring and evaluation strategies by all the resilience projects implemented in the member countries Data sharing policy and protocol documents are on draft which governs all the member countries Development of KM strategy is on progress Some of the Challenges experienced in implementing KM strategies (tools) a) Various understanding and expectation of KM b) Limited resources c) Rapid technological change and different technological capacity d) Lack of commitment e) Duplication of efforts with in IGAD countries
Cont’d 2. Skype presentation on ILRI Communication & KM approach from Nairobi by ILRI representative and the presenter more focused on the flowing two points 1. Codification - collecting 2. Personalization-connecting, sharing and communicating - it is more of tacit knowledge There was a question and answer session
Brainstorming session § We had a small group discussion on the following questions. a) What should Knowledge Management achieved in coordination spaces? b) Why it has been achieved? c) Why have things not been achieved? § Some of the reflection from group discussion on things that can be achieved through KM and challenges hinder from achieving were categorized into different components 1. Tools § § § The need to harmonize different tools Good documentation experiences but failure to share what has been documented The need to focus on quality standards
Cont’d 2. Robust shared vision § Lack of knowledge sharing culture in institutions § Duplication of efforts 3. Capacity § Limited capacity of institutions to effectively implement knowledge management 4. Strategy § Lack of effective platform for KM § The importance of creating a learning institutions § Lack of leadership commitment
Way Forward 1. Leadership and commitment § On entity should take a lead. § Using IGAD’s framework § Strengthening REDFS and PPDs of the two Ministries Develop a comprehensive coordination strategy including KM aspects (minimum requirements, tool and platform) § The need of allocating budget for KM and coordination §
2. Capacity Development Skills ◦ Basic trainings on the definition and importance of KM ◦ Awareness creation for top management or decision makers on KM ◦ TOT trainings on tools, technology and in-house training Man power ◦ Assign a dedicated KM person
3. Improve Learning from failure culture Organize regular and structured lessons learnt session within and across the organization National Experience sharing forum Regional experience sharing forum
