These two conditions make: • sure the path - each one (beneficiaries, actuators, external actors interested. . . ) knows the stages of the route; • homogeneous and transparent the contents; • the same criteria for analysis and evaluation of skills (for evidence or for examination) in any place-any time; • The results/outcomes of the process used in different contexts and authoritative. The use of reliable procedures and visible by "experts" makes the results stronger and facilitating the use in different contexts
