REFAST Objectives of the SEA of the GPRS q. Assess the environmental risks and opportunities presented by the implementation of the strategies (PPPs) in the GPRS q. Identify appropriate mechanisms to ensure that sound environmental management contributes towards sustainable economic growth and lasting poverty reduction in Ghana. o. Mainstream environment in subsequent revisions of the GPRS and other development planning initiatives.

REFAST Some Results of the SEA of the GPRS I
REFAST How has SEA helped in refining outcomes of GPRS and in contributing to improved pro-poor policies and actions? n n n National/Sector level - immediate refinements to PPPs like Bamboo and Rattan development policy and programme. District level - various planned activities were altered to better respond to issues of sustainability – sites for projects changed, additional budgets requested for and given addressing environmental management etc. Revision of NDPC Planning Guidelines to include focus on environmental considerations in planning at Sector and District levels. The gradually changing attitudes of officials responsible for planning and budgeting to see the “win-win” opportunities in integrating environment in PPPs. The ready acceptance and willingness to integrate SEA in all the various processes leading to the revised GPRS (soon to be published), e. g. Costs of Degradation…. .
REFAST How have SEA approaches been adapted to country and context-specific capacity development needs? q. Capacity development in SEA in Ghana is through the highly participatory processes, CSPGs, NDPC-EPA SEA Team. q. Use of “learn-by-doing” methods with manuals and guidelines. All key stakeholders are encouraged to participate in all the various stages – developing sustainability criteria, setting objectives, evaluating PPPs, etc. q. Within the Ghanaian context, the sustainability criteria have been extended to include issues of Governance and Institutions that relate to the decision-making processes - participation, human rights, etc
REFAST Some Results of Capacity Building in the SEA of the GPRS? Wide range of stakeholders involved in development in Ghana were exposed to SEA and the concepts of Sustainability, including : q 12 persons undertook SEA Certificate Course q 20 EPA Regional Officers and Economic Planning Officers trained in SEA q. At least 4 officials each of 27 MDAs participated in sector level work q. At least 4 officials each of 108 Districts trained in SEA methods q. At least 8 officials each of 110 Districts participated in Sustainability Tests of District Medium Term Plans q. Representatives of at least 12 NGOs, CSOs, Academia, etc participated in various stages including Peer reviews q
