RIDE Overview for Region IV Conference RIDE Overview The Records and Information from DMVs for E-Verify (RIDE) initiative offers employers greater assurance that their employees are using authentic documents by comparing driver’s licenses and state-issued identification cards provided during the Form I-9 hiring process against state records. The RIDE initiative demonstrates the positive results that can come from federal and state collaboration on homeland security efforts. MS

RIDE Overview for Region IV Conference What is E-Verify? • E-Verify is a free, easy-to-use, web-based system operated by the Department of Homeland Security (DHS) that enables participating employers to electronically verify the employment eligibility of their employees • Goals: legal workforce, deter use of fraudulent documents, minimal impact on users • Over 268, 000 employers (with over 900, 000 work sites) have signed MOUs with USCIS to use E-Verify • In FY 2010, US employers ran more than 16 million cases through E-Verify • Over 97 percent of cases receive an immediate Employment Authorized response
RIDE Overview for Region IV Conference How does E-Verify work? The employer uses information from the employee’s Form I-9 to create a case in E-Verify displays a case result within a few seconds, though some cases may require additional action. The employer closes the case once E-Verify displays a final case result.

RIDE Overview for Region IV Conference RIDE | Verification Process Data Entry Initial Verification NO Photo Matching Case Result The employer enters the employee’s Form I-9 information, including driver’s license (DL) data VIS performs automated check against SSA, DHS, and MVA records Photo matching is not currently part of the RIDE enhancement, but verification of photos may be explored for future implementations Employer receives a case result of Employment Authorized or tentative nonconfirmation (TNC)

RIDE Overview for Region IV Conference Launch • E-Verify will deploy RIDE functionality will on 12 JUNE 2011 • Employers will be required to take a short tutorial to learn about new screens they may encounter in E-Verify • Changes to the E-Verify process to support the verification of Mississippi driver’s licenses are straightforward and should impact users minimally • E-Verify will validate the authenticity of any Mississippi driver’s license presented, even if that employer is not located in Mississippi. This will be true for any other partner states that join as well.
RIDE Overview for Region IV Conference Benefits USCIS • Provides more effective tools to mitigate the risk of document fraud in the employment eligibility verification process • Fills a gap in the verification of identity documents presented for Form I-9 Partner Jurisdictions • The RIDE program leverages existing technology used by all motor vehicle administrations, so participation costs for the jurisdiction are minimal to nonexistent • USCIS will reimburse partner jurisdictions and MVAs for dedicated customer service personnel and anticipated upgrades to IT infrastructure to support RIDE • Employers receive greater assurance that their new hires are eligible to work
RIDE Overview for Region IV Conference RIDE Statistics so far… So far, the operation of RIDE has been successful for DHS and MS…. • Employers have sent 5, 825 work authorization queries to MS for validation (through AAMVAnet / PDPS infrastructure) • 5, 439 of these queries were immediately found to be Employment Authorized – A 96% match rate. • 249 received a DHS TNC due to DL mismatch • 139 queries were abandoned • 11 employees chose to contest • We have resolved one as employment authorized • No contested TNCs have turned into FNC; additionally, no 8 day FNCs have been issued • We have not had to contact MDPS on any of the cases; SVO SOP instruct MPAs to not issue an FNC until confirmation from MDPS
