Quality Control of Ship Repair Tripartite Meeting Beijing 1 November 2005
Abstract • Two types of repair: 1) Planned in connection with Special Surveys, which always includes coating work and machinery overhaul, but may also include steel replacement. 2) In connection with accidents.
Quality Control • Many repair yards are ISO certified. • On some repair yards the ISO certificate is not worth the paper it is printed on. • Use references for Q. C. • Long term contracts – larger owners
Repair Contract • When setting up the contract, Owners may want to include certain clauses. • There is no guarantee, however, that the yard will accept the clauses.
Repair Contract
Quality Control • Quality of repairs is to some degree dependent on geography. • So is the price of repairs!
Quality Control - Coating • Owner should have a coating inspector on-site • Make sure also coating supplier representative is available.
Quality Control - Machinery • Enrol specialists for specialized jobs – repair of turbochargers e. g. should not be left to the yard alone.
Quality Control - Steel • Steel for replacement/repair should as far as practically be cut in a workshop, not on-site. • Class should ensure that the right steel quality is used.
Quality Control • Yards are entitled to delegate work to subcontractors. • Yards cannot delegate the liability!
Quality Control • Yards are responsible for carrying out the work. • The Owner is responsible for obtaining class approval of the work!
Repair Contract • Example of a clause: • Steel replacement shall be carried out in accordance with IACS Recommendation 47 ”Shipbuilding and Repair Quality Standards” – Part B.
Prudent Approach • ”You don’t get what you EXPECT!” • ”You only get what you INSPECT!”
Thank you!
