Project MIMIS : Micro Insurance Management Information System - Overview - Valérie Schmitt-Diabaté, Francois-Xavier Hay, Maxime Feroul
A Presentation Background & Rationale for MIMIS Starting point MIMIS Vision MIMIS Project Management MIMIS Description Coming Steps MIMIS – Project Overview
Background Microinsurance is expanding, growingly seen as a social security distribution tool through linkages between large social security schemes and community based practitioners. Microinsurance Operations /transactions are split in 3 tiers Field transactions, (highly contextualised) Semi technical transactions like Underwriting, claim settlement Highly skilled like actuarial stats, risk mgt, global transactions. Such vertical management is technical, requires “numbers” to be pooled, transactions between stakeholders to be automated MIMIS – Project Overview Several existing MIS : • Local Practitioners Standalone, limited to a context , Adaptation of a microfinance MIS • • Third party administrator, Insurer internal MIS, Health Benefit MIS But they lack : • • • Openness, adaptation to local context Sharing transactions with stakeholders (horizontal) Ability to manage larger schemes (consolidation to top)
Rationale Microinsurance local stakeholders • • MIMI S • • micro insurance / social security products and their benefit packages members and dependants/beneficiaries various processes like enrolments, collections, entitlement to benefits, claims settlement, management of cash flows, etc. flows of information through multiple channels: SMS, paper, Internet, etc. MIMIS – Project Overview require ready to use, user-friendly and cheap management solutions Microinsurance Global Stakeholders require Data consolidation from bottom to top, whatever microinsurance methods used MIMIS project intends to make transactions between microinsurance stakeholders easily manageable thanks to a warehouse of MIS, tools and data.
Interactions between stakeholders Insurer (Optional) Government Cofinancing Regulation Microinsurance Practitioner (Trade unions, Cooperatives, MFIs, NGOs, and other points of association) & Their Branches Information and Contributions Member MIMIS – Project Overview Consolidated Premium, claim financial transactions Consolidated Reporting SBPC Financing, Funds for treasury management, Members, dependants and contributions infos. MIMIS Starting Point A strong experience and field knowledge from various contexts • • • “MAS Gestion” and “MAS Pilote”: set of software developed by ILO / STEP, for partners in Africa. “SYSLIFT” (Inter Aide / Up. Lift India Association, India / Philippines) And software from GRET (Cambodia), (WHO, Laos), AACMIS, (Latin America; Gestarsalud, Colombia) Various development partners invited to cooperate along with their partner organizations • • • ILO/STEP (Concertation, AMIN, ACYM, International Alliance), Inter Aide (Versailles, France) with MACIF (France), Up. Lift India Association (Pune, India) C 2 S 2 (India) GTZ HSS (New Delhi, India) And other organisations like WHO, GRET, Micro Insurance Academy, CIDR, ADA, BRS, ICMIF, ISSA Software development / Insurance MIS specialist contributors • • Tieto Enator MACIF France IBEX Project Services, Geneva, Switzerland And other resources to be invited through the open source model chosen in this project. Mimis Vision A comprehensive reliable toolbox globally landmarked to manage micro insurance in various contexts, A global database gathering valuable information for various microinsurance / social security risks, A new cooperation model based on complementarities & synergies between field practitioners, development partners and IT experts in various countries gathered in a Single virtual Workplace MIMIS – Project Overview
MIMIS Project Objectives & Timeline MIMIS – Project Overview
MIMIS Collaborative workplace MIMIS Partnership Partners GIVE their own development, tools, specification, following a common development philosophy, open source and modular. Partners GET everyone else’s contributions and tools, able to be easily plugged in in their own system. Professional Open Source discipline Partners contribute to a project that they want to “own” or to be part of Publishing openly exposes outputs to critics, ensuring a better quality The community “hardens” the software “Open source Leverage effect” Makes the project much cheaper for validating requirements, reviewing and testing, documenting, translating, participating in help forum, fixing bugs, bringing scalability, . . . MIMIS – Project Overview ! Open source means a certain freedom and openness but does not mean “no cost”.
MIMIS Project committee Main role : Identify / hire / Manage a group of experts and assigned to research, analyse, specify, develop, and test. To develop the development community’s “ecosystem” and administrate openly the project components. To design and supervise the project road map, ensure proper open source governance. Deploy strategy including marketing support, services, engineering, training, references, and product management. Raise funds. MIMIS – Project Overview Ensures the overall project cycle management discipline, timeline and transparency, as well as a free but controlled distribution with an ethical usage, and data sharing policy endorsement.

SDO: Statistics and Data Outputs: Transactions between MIMIS central and data outputs users. MIMIS – Project Overview
And many more modules … From a generic towards a locally adapted information system Pragmatic approach Each context is different, each Existing MIS scheme is specific however a lot of technical management needs are common Build a “generic” application and instantiate in various context : modular plugin architecture Core MIMIS mechanisms agnostic interface The generic MIMIS will have the ability to benefit from all of the adaptations done in each specific MIMIS and thus become progressively more adaptable while providing more and more functions MIMIS – Project Overview MIMIS Modules
Coming steps – towards objectives 1&2 A stable project framework is setup under professional open source governance Inviting various partners aboard Committees Project & Open source team are setup /defined. governance and components Setup The generic MIMIS is developed matching the common standard expectations of partners and tested MIMIS – Project Overview
First steps Growing a framework Building a common workplace With templates, building blocks and methods Making it easy for people to work in MIMIS workplace instead of in their own corner Inviting financial partners in for boosting MIMIS core project An iterative approach filling gaps without throwing away existing MIS.
