Project CEC 5: NEWSLETTER No. Kick off 1 The goal of the CEC 5 Project CEC 5: NEWSLETTER No. Kick off 1 The goal of the CEC 5 project – ‘Demonstration of energy efficiency and utilisation of renewable energy sources through public buildings’ is the promotion of energy efficiency and renewable energy sources use through their application in public buildings. CEC 5 targets to create a common pool of knowledge on RES and EE building solutions for the entire CENTRAL EUROPE Programme area. Near-zero constructions are still not popularised and there are still many apprehensions regarding the topic of energy efficiency. To this purpose, professionals will be trained in the relevant fields. The solutions will be applied in the state-of-the-art energyefficient buildings that will be developed in the project so that the applicability of RES and EE can be visibly proven. On 26 -27 January 2012 the CEC 5 project got it activities officially started during the kick-off meeting in Ludvigsburg, Germany. Background: The city of Ludwigsburg has 88, 000 inhabitants and is situated in the federal state of Baden. Württemberg. The learning and daycare facilities for a primary school in the centre of Ludwigsburg are currently being rearranged. Some existing buildings will be refurbished to energy efficiency standards, other buildings will be newly erected. The new building at Gartenstrasse will have a prominent location and should serve as a demonstration building. Parts and installations should meet high energy standards of a passive house or a nearly zero energy building. Low energy and demonstration characteristics: insulation of around 400 mm Building facts: triple high efficiency glazing Total costs: 2, 15 Mio EUR (280, 000 EUR via CEC 5) mechanical ventilation system with heat recovery Size: 29. 5 x 12. 0 m (efficiency 80 -92%) Building Permit: 07/2011 low energy consumption 30% below German Design & Work Planning 2013: Saving Ordinance standard (En. EV) Start: 2/2013; Finalisation 2/2014 connection to new district heating accessible for the public q Pilot investment of the Municipality of Udine, Italy Old municipal slaughterhouse, planned end: 12/2013 Background: The demonstration building is situated inside the old municipal slaughterhouse which covers 18. 000 m 2 near the city centre. Built in 1923, it is declared a cultural and architectural asset by national Ministry of Culture. The overall intervention aim is the recovery of the complex to host a social and cultural activities centre. The demonstration building will host a didactic area for children with a video and sound library, a conference hall, labs, bookshops and a bar. Building facts: Total costs: 1. 600. 000 EUR (298. 800 EUR via CEC 5) Size: 400 m 2 Building permit 30. 11. 2009 Design & Work Planning: 02. 05. 2011 Start: 09/2012; Finalisation: 12/2013 Low energy and demonstration characteristics: q installation of a general energy management system q improvement of wall insulation from inside q low temperature heating systems q innovative photovoltaic plant q energy saving lights and water saving measures q exhibition to explain the features of the PV plant q display to monitor and show the energy produce d q Pilot investment in Vysocina Region, Czech Republic Social Care Institution Lidman, planned end: 11/2013 Background: The demonstration building will be situated in the Social Care Institution Lidman. The plan is to replace an already existing building, which does not comply with contemporary operation, sanitary and esthetical demands. The building of 588 m 2 of floor space will serve mainly for accommodation of the Social Care Institution clients. Low energy and demonstration characteristics: q constructed in an energy passive standard with traditional materials q equipped with an insulation folder q two air/water heat pumps for central heating system q heat recovery unit for recuperation q photovoltaic modules integrated into the roof q first building in the Vysocina Region to include all these types of technologies in one complex Building facts: Total costs: 622. 458 EUR (288. 000 EUR via CEC 5) Size: 588 m 2 Building Permit: 01/2012 Design & Work Planning 2013: Start: 03/2012; Finalisation 06/2013

Pilot investment in Bydgoszcz, Soca Valley and Trnava CEC 5 demonstration centres Project CEC Pilot investment in Bydgoszcz, Soca Valley and Trnava CEC 5 demonstration centres Project CEC 5: NEWSLETTER No. 1 q Pilot investment in the City of Bydgoszcz, Poland Mechanical School Complex, RES centre planned end: 12/2013 Background: The building will be located on the area of the Mechanical Complex of Schools No. 2 and will function as the RES centre. It will be a new object aimed to be used by the school students and especially by those who will start the new specialization in renewable energy resources. The RES centre will cover the area of 334 m 2 and shall be a didactic and demonstration facility. The RES centre will be available to the public and promoted among stakeholders. It is a first endeavour like this in Bydgoszcz. Building facts: Total costs: 346. 000 EUR (85% ERDF, 15% City budget) Size: 334 m 2 Building Permit: 07/2012 Design & Work Planning: Start 08/2012; Finalisation 12/2013 Low energy and demonstration characteristics: photovoltaics solar and wind powered hybrid lighting heating pumps solar panels mechanical ventilation and heat recovery ground-coupled heat exchanger to ventilation system one of the first building in Bydgoszcz that will fulfill the passive buildings parameters q Pilot investment of the Soca Valley, Slovenia Renovation of police house in the town of Tolmin Planned end: 12/2013 Background: Tolmin is a small town with about 3. 500 inhabitants in the NW part of Slovenia. The selected building is situated in the old centre that is declared as cultural heritage of the town. Energy efficiency of old buildings is always a challenge and the renovation within CEC 5 will show the possibilities also for other similar buildings. Building facts: Costs: (280, 000 EUR via CEC 5) Size: 675 m 2 Building Permit: not needed Design & Work Planning 2012 Start: 7/2012; Finalisation 12/2013 Low energy and demonstration characteristics: q thermal insulation of external walls q low energy windows q perimeter thermal insulation, preventing thermal bridges q controlled ventilation q renovation of boiler room, installation of heat pumps q PV power plant and other follow up green investments q integration of green public procurement rules q Pilot investment of Trnava, Slovakia Secondary technical school Senica, planned end: 6/2013 Background: The demonstration building is situated in the building complex of Secondary technical school in Senica city. The school itself is set up by Trnava Self – Governing Region as allowance organisation. It is intended to refurbish existing heating system and system for heat water generation currently using natural gas and to install renewable energy sources (RES). The demonstration building serves for educational purposes, for food preparation and serving as well as for various school demonstration and promotion events. Building facts: The building is owned by Trnava Self – Governing Region. The building refurbishment and RES installation already negotiated with relevant authority in Senica city. The planned start: second half of 2012 The planned completion: second half of 2013 Low energy and demonstration characteristics: The existing system for heat water preparation and heating using natural gas is going to be replaced by: solar collectors / biogas / biomass utilisation station / heat pump. the presentation room for RES operation and demonstration will be constructed, providing possibility to promote energy generation via RES to students, broad public and private sector.

The modular building integrates innovative technology solutions and provides by this means a significant improvement in CO 2 equivalents (up to 90%). This is made possible through a comprehensive ecological building concept. The construction doubles resource efficiency over conventional designs.
