A Welfare State is a country that has a system of insuring the welfare of its citizens by means of social services, provided by the state. At the national level the Government is responsible for the National Health Service, National Insurance and Social Security.

The unemployed, the sick and the retired are entitled to National Insurance benefits. The disabled and the widowed also receive financial help. Children are prоvided with allowance as well. Single parents, the long-term unemployed and pensioners with low pension can claim payments from Social Security. People in full time work with low earnings are provided with benefits.

Widow’s pension is claimed by women whose husbands die before they retire if they are aged 40 or over. Maternity pay is available to women who leave work to have a baby. Child benefit is paid to each child until he / she leaves school (at 16) or longer if the child continues education (up to 19). Mobility allowance is paid to disabled people to pay for transport or to buy a special vehicle.

Medical insurance is organised by the Government and is compulsory. The country spend a lot of money person on health care. In spite of being poor, you can get good medical care. There is a private sector free of charge medical service. World United Association of free private health insurance is the largest private insurance company. Because of the central organisation of public health care there is high cooperation between health care service and the private sector. All the doctors receive a large salary.

Elderly people should have a larger pension. The elderly are entitled to a discount of housing and communal services. There are free medical care, mobility allowance, free accommodation in a health resort. Housing and telephone without going on a waiting list.

There is a simple system of filling out forms and people who are entitled to various benefits receive them. In welfare state all citizens live above the poverty level.

The budget of the ideal state is made up of various types of taxes and donations. There is a tax to incomes of physical persons - 10% and the profit tax of legal persons - 33 per cent. A luxury tax and gambling tax increase.

Government and local authorities are responsible for the financing of the welfare.
