2. 1 - The tunisian regulatory framework Awaiting the elaboration of the tunisian regulation related to the operation conditions of airports that are open to civil air traffic (project in stage of validation), it was agreed to adopt ICAO provisions in force. 7
2. 1 - The Tunisian regulatory framework Reference Documents(1/2) Annex 14 (Standard 1. 4. 5 ) As part of the certification process, states are required to develop an Airport Manual , containing all the useful information on the airport location, facilities, services, equipments, operating procedures, organisation and management and comprising a Safety Management System; to be submitted by the applicant for approval or acceptance prior to the airport certificate delivery. 8
Reference Documents(2/2) The Manual on Airport Certification (Doc 9774) provides detailed guidelines on the content of an Airport Manual that can be used as a reference for the development of this document. 9
2. 2 - the setting up of certification follow up committees For the implementation process of tunisian airports certification, the OACA proceeded to the setting up of the four following committees : Ø Superior committee for the airport certification follow up Ø Central Committee for airport certification coordination Ø Local Committee for the implementation of airport certification action plans Ø Committee for the examination and validation of the documentary 10 system
2. 2. 1 - : Superior committee for the airport certification follow up (General Direction level) ØMain attributions Approval of action plans proposed by the Airports Operating Department (DEA) for airport certification Coordination with tutor (Ministry of transport) for the establishment of the procedures to implement in the framework of airport certification Establishment of the main objectives of the safety management system related to airport operation 11

2. 3 - The development of a documentary system 1 st part: General provisions The conditions applied the airport, the operator obligations and informations on the airport administration Except for the indented section (d) of this part related to the existing procedures of AIS publication, the other required provisions refer to the national regulation being currently developed. 16
2. 3 - The development of a documentary system 2 nd part: Information on the airport site l The airport plan indicating main operating facilities inside and outside the airport perimeter l The airport plan with boundary indications The informations required in this section do exist on the airport level and should be updated and formated in conformity with the Airport Manual 17

2. 3 - The development of a documentary system l 4 th part: Operating procedures and safety measures • Movement area access procedures, emergency planning and simulation exercises • Third parties operating on the airport and their respective roles in emergency situations • Information on the facilities, equipments, staff and procedures set up to cope with the requirements of Rescue and Fire Fighting • Infrastructure maintenance and upkeeping procedures (runways, Twy, etc. ) • Lighting and visual aids maintenance and upkeeping procedures • Procedures for the realization of works on the movement area • Procedures for Ramp Safety and Management • Management of wildlife hazard • Obstacle control and protection of Navaids locations • removal of accidentally damaged aircraft • Handling of Dangerous Goods • Protection in low visibility 19
2. 3 - The development of a documentary system 4 th part: Operating procedures and safety measures v This phase represents the most important section of the Airport Manual. It consists in developing and standardizing the operating procedures of the different airport services and establishing inter-units agreements between airports and the technical departments concerned. v For the development of procedures and agreements, the Head Departments are in charge of the collection of local procedures at the airports level, and their standardization in conformity with the regulatory provisions in force. 20

Training and Awareness (1/3) Proficiency of the operation and maintenance personnel Ü The airport operator should employ skilled and proficient personnel, in adequate number, to carry out critical tasks related to the airport operation and maintenance Ü A programme for the continuous development of proficiencies should be implemented for this purpose. Ü Define the personnel recruitment skills and conditions in the different airport services 27

Training and Awareness (2/3) 2. 4. 1 - Awareness : (Awareness campaigns on the importance of certification and for the development of a safety culture) Ü Participation of senior airport managers in national and international seminars on airport certification and Safety Management Systems. Ü Organisation of workshops on the central level gathering the different airport responsibles to heighten their awareness on the issue and answer their questions. Ü Organisation of tours in the airports to make all the airport interveners sensitive to the certification importance. 28

Training and Awareness (3/3) 2. 4. 2 - Training At the local level Ü Training sessions and seminars for the technical personnel On the cooperation and assistance level Ü Assistance in the development of a documentary system by third parties. Ü Foster cooperation and assistance with airports and foreign enterprises in order to learn from their experiences and knowhow in the certification field. 29
2. 5 -. Airports Inspection It consists of carrying out assessment and diagnosis operations of the facilities and equipments, and notably to inspect: Ø Infrastructures (runways, taxiway and aircraft stands) and ACN / PCN calculation Ø Electrical equipments and airport facilities A fund will be reserved for the upgrading of equipments and facilities 30

The upgrading of the airports operational units and the concerned Departments Ø The provisions related to airport certification require that airport services are in charge of a number of roles and agreements , that are not currently ensured. Ø The conformity to these requirements impose the reorganisation of some units on the airports level as well as for some Departments. Ø The proposals related to the upgrading of these units will be developed following the approval of the newly defined working procedures. 31

The Airport manuals development deadlines The certification process will be carried out in two phases : - Phase 1 : Concerns small airports : (deadline june 2007) ÜTabarka 7 November, Tozeur-Nefta, ÜSfax Thyna, Gafsa Ksar. ÜBorj el amri - Phase 2 : Concerns bigger airports : (deadline december 2007) ÜTunis Carthage, ÜMonastir H. B. , ÜDjerba Zarzis. 32
2. 8 -. Airports blank Audits In order to ensure the efficiency of the actions that have been undertaken for certification, blank audits will be scheduled for all the airports prior to the airports certification application. 33

Application for airport certification An airport certification application will be submitted by the Office de l’Aviation Civile et des Aéroports (OACA) to the General Direction of Civil Aviation (GDCA) for each airport in conformity to the format indicated in the regulation in force . The airport manual, developed by the concerned airport, is an integral part of the application. 34
2. 10 -. SMS Implementation ICAO provisions in this section, recommend that a certified airport should implement a safety management system. To this end , OACA has developed a planning for an SMS implementation comprising notably : ØA safety management plan ; ØProcedures on data exchange in safety and operating matters ; ØMechanisms to follow for hazard prevention and continuous supervision of the safety level ; An implementation plan of this programme will be developed during the 1 st term of 2007. 35
3 -. Management and Supervision of the Certification Process The Management and supervision of the Certification approach at level of OACA require : An appropriate organisation An efficient data exchange 36
3. 1 - An appropriate organisation: The setting up of a steering committee for the certification process, the role of which is to : ÜFollow up the development of the manuals ÜCoordinate information exchange between the airports and the concerned Departments ÜProvide the airports and the concerned Departments with the documents related to the Airport Manuals development ÜThe reading and validation of the different Procedures Manuals developed for this purpose 37
3. 2 - An efficient Data Exchange ►Garantee an instant data exchange between the different interveners ►Ensure considerable gains in time, energy, sheet and ink consumption ►The development of a secured website reserved for the works of airport manuals development, endowed with sub-spaces for each airport and concerned department ; ►Enlargement and effective use of the CPS system (intra-net) to all the interveners 38

Conclusion The civil airport certification process is a heavy operation, requiring stringent implication, at all levels, of all the interveners on the airport platform. The warranty for the application and respect of the national and international regulatory provisions in matters of airport certification requires a collective awareness, notably in matters of coordination, which remains the main condition for the success of the whole process. 40
