Introduction The presentation will be focused on assessing activities that were undertaken during the Introduction The presentation will be focused on assessing activities that were undertaken during the third quarter of the financial. Primary focus for the quarter over and above implementation of APP, was to ensure that engagements and process are in place for a road map that will define activities that will be undertaken in the APP of next financial. The report will therefore highlight achievement or attainment of targets against what was planned for the period in the APP, interrogate spending patterns and trends as well as overall functioning of the institutions and finally give an account of progress on previous resolutions of plenary.

Overview The current reporting period of activities planned should have been met in order Overview The current reporting period of activities planned should have been met in order to give comfort that all planned targets will be achieved at the end of the financial year. The reporting period coincides with 16 days of activism which involves engaging various stakeholders within the gender sector. It therefore normally draws much from the budget and resources of the institution especially in relation to travel and accommodation. In terms of Internally audited outcomes on basis of evidence overall achievement for this quarter is 72%.

This was time for various Provinces to pilot the programme with specific municipalities which they have identified in the previous reporting period. The programme went well amid some teething problems as well as realisation that some of the participants are not aware at all of international instruments and therefore discussions that focus on integrating them in municipal plans becomes a bit challenging, this therefore means that the presentations must start right at the beginning with introducing concepts and building that to international instruments and integration that must be done etc.

Through the long standing relationship with the SABC Foundation the Commission conducted an advertising campaign for 16 days, which took a form of a PSA imparting information on gender based violence. A PSA was flighted in various SABC stations with free airtime totalling R 260 000. 00 being utilised, this is in contrast to the R 700 000. 00 and R 286 000. 00 free airtime availed to the Commission during the first quarter and second quarter respectively.

Overview continue §Key issues surfacing across provinces relate to rights of cohabitees rights with Overview continue §Key issues surfacing across provinces relate to rights of cohabitees rights with regards to deceased estates which indicates that the CGE should further engage relevant departments with regards to the domestic partnership bill. §Protection of farmers rights specifically in Limpopo, general delays for maintenance cases, in arears such as Ventersdorp in the NW, there was an indication of dissatisfaction with the SAPS, due to lack of communication and/ or updating victims on progress on cases that have been opened. §There is further a concern by the community in this area on escalating abuse of alcohol by parents who utilise child grants to buy liquor. §The Commission’s 20 year review report is being finalised and the launch will take place in Quarter 4.

Overview continue In this quarter the Commission was able to engage with strategic partners Overview continue In this quarter the Commission was able to engage with strategic partners through the office of the chair and CEO such UNDP on the SDG programme and this relationship further gave an opportunity for attendance of global business forum on gender equality which was held in Panama City. On the basis of relations build with various embassies the Commission was invited to attend lunch hosted by the EU ambassador to SA. Key discussion was on GBV costs taking an angle of what could be achieved if there was proper care/support for victims of GBV. EU had funded an institution named National Shelter Movement of SA and they were releasing preliminary report. We hope to engage with them because there can be complementary elements with CGE’s victims charter report as well as GBV studies.

To conduct periodic performance assessments of priority Ministries, State institutions, Government departments, political parties and the private sector, on the implementation of applicable legislation and policies that impact on gender equality 4. To evaluate the implementation and effectiveness of the national justice facilities for gender discrimination 6. To convene direct dialogues with relevant policy makers at national and provincial level on recommendations to promote gender equality contained in research reports and research activities 12

For this financial year the department therefore will be assessing whether the recommendations that were highlighted have been taken forward and actioned by these departments. • Assessment of Data is completed, and a draft report is compiled. 13

However, as with the previous quarter, the opening of files seems to be diminishing quarter on quarter, as this is highlighted by the above charts for the current and previous reporting period. We anticipate improvement for the 4 th quarter report due to filling of vacancies which are underway.

Progress on SO 2 Outreach advocacy and legal advice clinics • This programme is Progress on SO 2 Outreach advocacy and legal advice clinics • This programme is undertaken in collaboration with PEI. There is an improvement for the previous quarter’s performance as far as this work is concerned. Thirty two (32) outreach clinics were conducted. • There are various issues that come up or get identified as problems in various communities during the legal and outreach clinics, ranging from utilisation of grants to buy alcohol, domestic partnerships with regards to estate matters, gender based violence, delays in maintenance payouts access to health care and sanitation in farm areas and farm schools. 25

Progress on SO 2 Systemic Investigation s undertaken • Transformation of the judiciary: The Progress on SO 2 Systemic Investigation s undertaken • Transformation of the judiciary: The report had been finalized and launched through media briefing in collaboration with communications unit. • Decriminalisation of sex work: This process still not finalized, awaiting the Do. J to put the paper out for comments. As much as the paper is not formally out judging by the public comments that were made by the Deputy Minister, it appears that the position being taken will be that of criminalization with diversion. It must be noted that stakeholders within this sector are becoming increasingly restless and 27 unreasonable as they want the CGE to share

H has now back paddled on the previous engagement held because it has now come to light that WLC has lodged a civil litigation. Our assessment of this matter is that WLC lodged those complaints that have prescribed with the CGE and those ones that are still litigable they are taking to court for a civil claim against the department. The department on being aware of this information refuses to engage with the CGE on its report on the basis that information they maybe give out may prejudice their case in court. 28

FS and KZN did not implement and new dates have been requested to take place in the fourth quarter. • Public hearings/ consultations were conducted in KZN, LIMP, EC. A follow-up hearing was conducted in MP to afford parties that failed to appear at the hearings to appear. • In KZN the focus was on issues relating to Ukuthwala. • In Limpopo a hearing with women in the royal families and traditional leadership highlighted critical gender issues they are facing as the wives of the royal households. 29

Communications • Most of the previous strategic partnerships with various institutions have been retained Communications • Most of the previous strategic partnerships with various institutions have been retained and new plans put in place in terms of the work that will be done by CGE in partnership with NEMISA, SABC Foundation. For the reporting period and in line with the communications strategy the unit has been engaging with SABC regional offices in an objective to decentralize some of the activities carried out at national level. Various meetings were held in KZN, MP and NW in the last quarter. For the reporting period the KZN programme was piloted during the 16 Days of Activism. Through this, CGE head office and provincial office worked closely with the SABC regional office in Durban to actualise the programme as a pilot. More of similar work is expected to take place in other provinces as time goes on. In essence, the communications unit intends to roll out this programme to other provinces through pilot projects. • Apart from the above activities which were planned to occur at the launch of the 16 Days of Activism, the long standing partnership with SABC Foundation also conducted an advertising campaign for 16 Days of Activism. This campaign mainly consisted of a Public Service Announcement (PSA) which imparted information on Gender Based Violence. From this activity, SABC Foundation was able to avail advertising airtime which was spread across public service radio stations of the SABC Foundation donated R 260 000. 00 worth of airtime for the campaign.

Communications Social media trends • Trends on social media shows that the CGE still Communications Social media trends • Trends on social media shows that the CGE still has a lot more conversations on Twitter as opposed to other mediums. The trend is adequate due to the fact that twitter allows for immediate response by the CGE to any issue that media or public might be commenting on. • The number of new followers on Twitter has grown to about 90 new followers from the previous quarter. • Facebook has improved in terms of the number of page views, they have grown by 20% from the previous quarter. • The coverage trends according to countries show that South Africans are on top of the list of audiences, followed by Zimbabwe and the United States. • In regards to sentiments expressed by social media users, it is shown in the graphs above that there are more comments made by the public on issues related to CGE as opposed to other forms of activities.

It shows that August Month had the highest level of coverage this is due the intergenerational dialogue that was held. Generally, there has been improvement of media coverage when compared with results for last quarter.
