A. Organizational Structure of NERC

PREAMBLE • NERC structure comprises of the Office of the Chairman/ CEO and 6 Divisions, viz: • 1. Office of the Chairman/CEO • 2. Finance & Management Services • 3. Market Rates & Competition • 4. Engineering, Safety & Standards • 5. Legal, Licensing & Enforcement • 6. Govt. & Consumer Affairs • 7. Research & Development
CHAIRMAN’S OFFICE • Office of the Chairman/CEO is made up of 6 units, namely; • 1. Secretariat • 2. Policy & strategy • 3. Industry & External Relations • 4. Press & Media Relations • 5. Internal Audit • 6. Information Technology
ENGINEERING, SAFETY & STANDARDS • The ES, S Division of NERC has the primary responsibility of coordinating the development, monitoring and inspection of the electricity supply industry operators to ensure their compliance with established best practice engineering standards on operations & safety. • • • The Division is made up of three units: Generation Networks Health & Safety The total staff strength is 10 headed by a Commissioner.
MARKET RATES & COMPETITION • The key responsibility of the Division is to ensure competition, adherence to market rules and set standards. • MC & R has two units, viz: • Tariff & Rates • Market Analysis & Compliance • The Division is made up of 10 staff comprising 1 DGM, 2 AGM’S, 2 Managers and 5 Analysts. The division is headed by the Vice Chairman.
RESEARCH & DEVELOPMENT. • This division is charged with the responsibility of monitoring the current status and emerging trends of the Nigerian and other electricity supply industries and regulatory regimes and looking ahead with a view to developing policies and regulatory instruments to address problem areas, promote the expansion of electricity investments, capacity & access & guide the devpt of an efficient electricity supply industry. • The units in R&D include: • Statistics & Forecasting • Policy & Strategic Studies • Rural Electrification, Energy Studies & Project unit. • The Division has 8 staff headed by a Commissioner.
LEGAL, LICENSING & ENFORCEMENT • The Legal, Licensing & Enforcement has a key responsibility to: • 1. process license applications, including issuance, amendment, renewal or cancellation • 2. advise the Commission on legal matters/ provide legal support services. • 3. articulate the Commission’s response on legal questions and disputes. • The Division is made up of 2 units – Legal Support unit & Licensing unit. • There are 11 staff members headed by a Commissioner.
GOVERNMENT & CONSUMER AFFAIRS DIVISION • • This division has a key responsibility for 1. development of consumer protection standards 2 development of performance standards & codes for licensees. 3. sensitization & awareness creation – perception management / change. • It has 2 units – • A. Consumer Affairs • B. Inter Govt. / Inter Agency Affairs. • The total staff strength is 8 and is headed by a Commissioner.
FINANCE & MANAGEMENT SERVICES • The function of this division is to provide finance, accounts, administration, procurement and human resource services in support of the functions of NERC in accordance with best international practices. • The division which is headed by the Commissioner, Finance & Management Services is composed of 3 major units, namely: • A. Finance & Accounts • B. Admin & Human Resources • C. Procurement & Project Management. • The staff strength is 20.
B. Development Of Regulatory Capacities & Institutional Strengthening
To prepare for the challenges ahead, the Commission places a lot of emphasis on staff development. To this end, in-house induction training programs on introduction to infrastructural regulation was set up in conjunction with World Bank/IPA consultants. The courses are meant to introduce staff to general regulatory environment.
The Commission’s staff were sent on both local and international courses. The Local training programs were designed to close gaps in areas where staff are deficient. Staff have also been sent on various capacity building programs and conferences to expose them to regulatory issues outside the country.
The following institutions offered training programs for the Commission’s staff - IP 3, Washington, RIPA International London, The Management School, London, Institute of Infrastructure Services, Lusaka, Graduate School of Business, University of Cape Town, South Africa, London School of Economics & Political Science, London Corporate Training, NARUC, Enerdata, France, etc.
The training programs are meant to close the gaps existing in both knowledge and ability of the current staff of the organization to carry out their job. NERC believes that an investment in training will not only improve staff knowledge and skills but will produce more outputs and outcomes for the Commission.

C. Working Relationships Among The Commissioners & Technical Staff
• The Commissioners formulate the policies at the council level • The Commissioners’ head the divisions, while the DGMs’ provide technical direction on policy implementation • Policies flow down from the Commissioners’ through direct relationship with the DGMs’/ AGMs’ as the case may be.
